Abstract
Proses decommissioning pada platform lepas pantai membutuhkan perhatian terhadap aspek teknis, biaya, dan lingkungan. Penelitian ini bertujuan untuk mengevaluasi dan memilih metode decommissioning terbaik untuk platform lepas pantai tipe fixed di wilayah West Madura Offshore dengan menggunakan dua metodologi pengambilan keputusan, yaitu Analytical Hierarchy Process (AHP) dan Best Practicable Environmental Option (BPEO). AHP digunakan untuk memberi peringkat alternatif berdasarkan kriteria yang telah ditentukan dengan diskusi bersama para ahli sedangkan BPEO berfokus pada penilaian dampak lingkungan dari setiap opsi yang tersedia. Dalam analisis AHP, alternatif "leave in place" terpilih sebagai yang terbaik dengan skor 0,361 karena unggul dalam aspek biaya, teknis, dan dampak lingkungan. BPEO menyoroti bahwa leave in place dapat mengurangi dampak negatif terhadap ekosistem laut, serta biaya yang lebih rendah. Metode AHP dipilih karena kemampuannya dalam membandingkan berbagai alternatif secara sistematis berdasarkan kriteria yang beragam sehingga menghasilkan keputusan yang lebih objektif. BPEO digunakan untuk menilai dampak lingkungan dan keberlanjutan, yang sangat penting dalam pengelolaan limbah dan pemanfaatan kembali struktur platform. Penelitian ini menyimpulkan bahwa alternatif "leave in place" merupakan metode decommissioning yang paling optimal, menawarkan keseimbangan antara biaya, keberlanjutan lingkungan, dan dampak sosial-ekonomi.

The decommissioning process on offshore platforms requires attention to technical, cost, and environmental aspects. This study aims to evaluate and select the best decommissioning method for fixed type offshore platforms in the West Madura Offshore region using two decision-making methodologies, namely Analytical Hierarchy Process (AHP) and Best Practicable Environmental Option (BPEO). AHP is used to rank alternatives based on criteria that have been determined by discussion with experts while BPEO focuses on assessing the environmental impact of each available option. In the AHP analysis, the “leave in place” alternative was selected as the best with a score of 0.361 as it excelled in cost, technical and environmental impact aspects. BPEO highlighted that leave in place can reduce negative impacts on marine ecosystems, as well as lower costs. The AHP method was chosen for its ability to systematically compare alternatives based on multiple criteria, resulting in a more objective decision. BPEO was used to assess environmental impact and sustainability, which are critical in waste management and reutilization of platform structures. The study concluded that the “leave in place” alternative was the most optimal decommissioning method, offering a balance between cost, environmental sustainability and socio-economic impacts.
