Abstract

Plastik sekali pakai merupakan salah satu penyumbang utama pencemaran lingkungan karena sifatnya yang sulit terurai dan penggunaannya yang masif. Berdasarkan penelitian Jambeck et al. (2015), Indonesia menjadi negara penyumbang sampah plastik terbesar kedua di dunia. Menyikapi hal ini, Pemerintah Kota Kediri menerbitkan Peraturan Walikota No. 30 Tahun 2023 tentang pembatasan penggunaan plastik sekali pakai, yang mencakup kantong plastik, styrofoam, dan sedotan plastik. Penelitian ini bertujuan untuk menganalisis pola konsumsi plastik sekali pakai, partisipasi masyarakat dan pelaku usaha, serta struktur kelembagaan dalam mendukung implementasi kebijakan tersebut. Metode yang digunakan adalah pendekatan kuantitatif melalui survei kuesioner, analisis Structural Equation Modelling (SEM), dan analisis SWOT. Data dikumpulkan dari tiga kecamatan di Kota Kediri, yaitu Mojoroto, Kota, dan Pesantren. Hasil penelitian menunjukkan bahwa kantong plastik mendominasi komposisi sampah plastik sekali pakai, mencapai 90% dan paling banyak ditemukan di kawasan perumahan. Masyarakat dan pelaku usaha menunjukkan sikap positif terhadap kebijakan, namun implementasi praktik pengurangan plastik masih rendah akibat minimnya edukasi dan akses alternatif ramah lingkungan. Selain itu, belum terdapat struktur kelembagaan khusus yang menangani pengawasan dan implementasi kebijakan secara terintegrasi. Oleh karena itu, strategi yang disarankan meliputi peningkatan kesadaran masyarakat dan pengetahuan pelaku usaha, penguatan peran kelembagaan seperti bank sampah dan TPS 3R, serta pembentukan unit koordinasi lintas sektor yang dipimpin oleh DLH untuk mendukung efektivitas kebijakan secara berkelanjutan.

Single-use plastics are one of the main contributors to environmental pollution due to their hard-to-decompose nature and massive use. Based on research by Jambeck et al. (2015), Indonesia is the second largest contributor of plastic waste in the world. In response to this, the Kediri City Government issued Mayor Regulation No. 30 of 2023 concerning restrictions on the use of single-use plastics, which include plastic bags, styrofoam, and plastic straws. This study aims to analyze single-use plastic consumption patterns, community and business actor participation, and institutional structure in supporting the implementation of these policies. The methods used are a quantitative approach through questionnaire surveys, Structural Equation Modelling (SEM) analysis, and SWOT analysis. Data was collected from three sub-districts in Kediri City, namely Mojoroto, Kota, and Pesantren. The results of the study show that plastic bags dominate the composition of single-use plastic waste, reaching 90% and are most commonly found in residential areas. The public and business actors show a positive attitude towards the policy, but the implementation of plastic reduction practices is still low due to the lack of education and access to environmentally friendly alternatives. In addition, there is no special institutional structure that handles the supervision and implementation of policies in an integrated manner. Therefore, the suggested strategies include increasing public awareness and knowledge of business actors, strengthening the role of institutions such as waste banks and TPS 3R, and establishing cross-sector coordination units led by DLH to support policy effectiveness in a sustainable manner.
