Abstract

DPUPKP Kabupaten Ponorogo telah menginisiasi pembangunan SPALD T di beberapa desa, termasuk Desa Gundik, Paringan, dan Keniten. Ketiga SPALD T ini dibangun melalui program SANIMAS dengan Tahun Anggaran 2021. Berdasarkan hasil observasi lapangan, ditemukan beberapa permasalahan teknis pada SPALD-T di Desa Gundik yang berpotensi terjadi pula di Desa Paringan dan Keniten. Hal-hal tersebut seperti: kadar amonia mencapai 14,00 mg/L, meluapnya air limbah ke permukaan, tidak tersedia SOP pengoperasian dan pemeliharaan SPALD-T, dan minimnya upaya kolaboratif antara masyarakat dan KPP. Penelitian ini bertujuan untuk menganalisis kondisi eksisting, menilai tingkat keberlanjutan, dan merumuskan strategi penanganan lanjutan SPALD-T Desa Gundik, Paringan, dan Keniten. Penelitian ini menggunakan pendekatan penelitian gabungan, yaitu kualitatif dan kuantitatif. Data kualitatif diperoleh melalui informasi yang diberikan oleh pihak DPUPKP Kabupaten Ponorogo dan KPP masing-masing desa, serta hasil survei lapangan mengenai kondisi SPALD-T. Sedangkan data kuantitatif diperoleh dari hasil laboratorium, konversi data kualitatif ke skala likert 1-4, dan analisis menggunakan RAPFISH dan kajian strategi keberlanjutan terhadap aspek teknis, pembiayaan, dan institusi. SPALD-T melayani 184–224 jiwa dengan sistem pipa terstruktur dan IPALD yang terdiri dari bak inlet, pengendap, anaerobik filter, dan outlet, masih berfungsi sejak 2041. Indeks keberlanjutan di Desa Gundik dan Paringan masing masing 66,22% dan 71,37% tergolong cukup berkelanjutan, sementara Desa Keniten 35,88% tergolong kurang berkelanjutan. Hambatan utama mencapai indeks keberlanjutan optimal (75%–100%) adalah aspek pembiayaan dan kelembagaan, meskipun aspek teknis menunjukkan hasil olahan air limbah yang baik. Strategi keberlanjutan dirancang dalam tiga tahap waktu (2025–2030, 2030–2035, 2035 2041) dengan prioritas memastikan hasil olahan memenuhi baku mutu. Dukungan strategi mencakup peningkatan pendapatan, sumber pemasukan eksternal, dan penguatan kelembagaan melalui peningkatan SDM serta struktur KPP yang berfungsi optimal.

The DPUPKP of Ponorogo Regency has initiated the construction of SPALD-T in several villages, including Gundik, Paringan, and Keniten Villages. These three SPALD-Ts were built through the SANIMAS program with the 2021 Budget Year. Based on the results of field observations, several technical problems were found in the SPALD-T in Gundik Village that have the potential to also occur in Paringan and Keniten Villages. These things include: ammonia levels reaching 14.00 mg/L, wastewater overflowing to the surface, no SOP for the operation and maintenance of SPALD-T, and minimal collaborative efforts between the community and the KPP. This study aims to analyze existing conditions, assess the level of sustainability, and formulate a strategy for further handling of SPALD-T in Gundik, Paringan, and Keniten Villages. This study uses a combined research approach, namely qualitative and quantitative. Qualitative data were obtained through information provided by the DPUPKP of Ponorogo Regency and the KPP of each village, as well as the results of field surveys regarding the condition of the SPALD-T. Meanwhile, quantitative data were obtained from laboratory results, qualitative data conversion to a Likert scale of 1-4, and analysis using RAPFISH and sustainability strategy study on technical, financing, and institutional aspects. SPALD-T serves 184–224 people with a structured pipe system and IPALD consisting of an inlet tank, sedimentation tank, anaerobic filter, and outlet, still functioning since 2041. The sustainability index in Gundik and Paringan Villages is 66.22% and 71.37% respectively, classified as quite sustainable, while Keniten Village is 35.88% classified as less sustainable. The main obstacles to achieving the optimal sustainability index (75%–100%) are the financing and institutional aspects, although the technical aspects show good wastewater treatment results. The sustainability strategy is designed in three time stages (2025 2030, 2030–2035, 2035–2041) with the priority of ensuring that the processed results meet quality standards. Strategic support includes increasing income, external income sources, and strengthening institutions through improving human resources and optimally functioning KPP structures.
