Abstract

Kabupaten Sidoarjo merupakan salah satu wilayah strategis di Jawa Timur yang berdekatan dengan Kota Surabaya. Dengan pesatnya pertumbuhan jumlah kendaraan, aktivitas industri, dan urbanisasi, kebutuhan akan infrastruktur yang memadai menjadi semakin mendesak, sehingga mendorong pembangunan infrastruktur transportasi salah satunya Flyover Djuanda. Pembangunan infrastruktur tersebut merupakan bagian dari upaya pemerintah dalam mengatasi kemacetan dan meningkatkan konektivitas wilayah, khususnya antara Sidoarjo dan Surabaya. Namun, pembangunan ini juga membawa dampak signifikan bagi masyarakat sekitar, baik secara positif maupun negatif. Penelitian ini bertujuan untuk menganalisis dampak pembangunan Flyover Djuanda tersebut terhadap aspek sosial dan ekonomi masyarakat Desa Sawotratap, Gedangan, Sidoarjo. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara mendalam, observasi non partisipatif, dan dokumentasi. Hasil penelitian menunjukkan bahwa dari aspek sosial, terjadi relokasi pelaku usaha, perubahan dalam pola interaksi sosial masyarakat, serta gangguan aktivitas sosial akibat perubahan sistem lalu lintas dan penutupan akses jalan. Dari aspek ekonomi, ditemukan adanya penurunan pendapatan bagi pelaku usaha kecil, peningkatan biaya pengeluaran, serta dampak terhadap aktivitas ekonomi. Meski demikian, pembangunan juga memberikan peluang usaha baru dan peningkatan nilai properti di beberapa titik strategis. Penelitian ini memberikan rekomendasi strategis untuk mendorong perencanaan infrastruktur yang lebih inklusif dan berkelanjutan dengan memperhatikan dampak sosial ekonomi secara komprehensif, serta melibatkan partisipasi aktif masyarakat dalam proses pengambilan keputusan pembangunan.Temuan ini diharapkan dapat menjadi masukan bagi pemerintah daerah dan pemangku kepentingan lainnya dalam merancang kebijakan pembangunan berbasis masyarakat.

Sidoarjo Regency is one of the strategic areas in East Java, located adjacent to Surabaya City. With the rapid growth in vehicle numbers, industrial activity, and urbanization, the need for adequate infrastructure has become increasingly urgent, prompting the development of transportation infrastructure such as the Djuanda Flyover. These infrastructure developments are part of the government's efforts to alleviate traffic congestion and improve regional connectivity, particularly between Sidoarjo and Surabaya. However, the construction has also brought significant impacts to the surrounding communities, both positive and negative. This study aims to analyze the impact of these two infrastructure projects on the social and economic aspects of the residents of Sawotratap Village, Gedangan, Sidoarjo. Employing a descriptive qualitative approach, data were collected through in-depth interviews, non-participatory observation, and documentation. The results of the study show that from a social aspect, there has been a relocation of business actors, changes in the pattern of social interactions among residents, and disruption of social activities due to changes in traffic systems and road access closures. From the economic aspect, there has been a decrease in income for small business actors, an increase in expenses, and impacts on local economic activities. Nevertheless, the development has also created new business opportunities and increased property values in several strategic locations. This research provides strategic recommendations to encourage more inclusive and sustainable infrastructure planning by considering the comprehensive socio-economic impacts and involving active community participation in the decision-making process.
