Abstract
Relokasi pasar tradisional merupakan tantangan strategis yang sering dihadapi oleh pemerintah daerah, khususnya dalam merespons dinamika perkotaan dan tuntutan efisiensi tata ruang. Bojonegoro menghadapi permasalahan relokasi pasar akibat dari tanah yang ditempati oleh pasar bojonegoro saat ini merupakan tanah aset pemerintah daerah yang sudah habis masa sewa 30 tahun pada tahun 1992-2022. Pencarian lokasi alternatif untuk relokasi pasar dapat menggunakan beberapa metode antara lain Analytical Network Process, Analytic Hierarchy Process, Sample Additive Weighting dan Fuzzy AHP. Penelitian ini bertujuan untuk menentukan satu dari ke tiga lokasi alternatif relokasi Pasar Kota Kabupaten Bojonegoro menggunakan pendekatan Analytical Hierarchy Process (AHP). Metode AHP digunakan karena mampu membandingkan kriteria secara berpasangan dan cocok untuk studi spasial, serta dapat diintegrasikan langsung ke dalam sistem informasi geografis melalui Weighted Overlay. Enam parameter utama yang memengaruhi pemilihan lokasi, yaitu penggunaan lahan, jaringan jalan, potensi risiko banjir, kemiringan lereng, jumlah dan kepadatan penduduk per desa. Hasil analisis menunjukkan bahwa parameter risiko banjir menjadi faktor paling dominan dengan bobot sebesar 44%, disusul jumlah penduduk (15%), penggunaan lahan (14%) dan sisanya adalah 27% terdiri dari kemiringan lereng, jaringan jalan, dan kepadatan penduduk. Dari tiga lokasi alternatif yang dianalisis, alternatif 2 memperoleh bobot tertinggi sebesar 54% dan direkomendasikan sebagai lokasi relokasi pasar yang paling optimal, ditinjau dari aspek spasial. Penelitian ini diharapkan dapat menjadi pilihan bagi pemerintah daerah dalam pengambilan keputusan berbasis data spasial untuk penataan pasar tradisional.

Traditional market relocation is a strategic challenge often faced by local governments, especially in responding to urban dynamics and demands for spatial efficiency. Bojonegoro faces the problem of market relocation as the land occupied by the current Bojonegoro market is a local government asset that has expired its 30-year lease in 1992-2022. The search for alternative locations for market relocation can use several methods including Analytical Network Process, Analytic Hierarchy Process, Sample Additive Weighting and Fuzzy AHP. This research aims to determine one of the three alternative locations for the relocation of the Bojonegoro Regency City Market using the Analytical Hierarchy Process (AHP) approach. The AHP method is used because it is able to compare criteria in pairs and is suitable for spatial studies, and can be integrated directly into geographic information systems through Weighted Overlay. Six main parameters influenced site selection: land use, road network, potential flood risk, slope, and population size and density per village. The results of the analysis show that the flood risk parameter is the most dominant factor with a weight of 44%, followed by population (15%), land use (14%) and the remaining 27% consists of slope, road network and population density. Of the three alternative locations analyzed, alternative 2 obtained the highest weight of 54% and was recommended as the most optimal market relocation location, in terms of spatial aspects. This research is expected to be an option for local governments in spatial data-based decision-making for traditional market arrangement.
