Abstract

Saat ini, proses pengajuan talent mobility request seperti promosi, mutasi, dan penanggung jawab sementara masih dilakukan secara semi-manual menggunakan dokumen cetak (hardcopy). Proses ini dianggap kurang efisien mengingat jumlah pergerakan karyawan yang besar sehingga memerlukan waktu dan tenaga yang tidak sedikit. Pengajuan talent mobility request saat ini menggunakan dokumen 'Talent Mobility Request Form' yang dilakukan oleh pimpinan unit kerja sesuai ajuan permintaan dan dilengkapi informasi data karyawan. Setelah diisi dan ditandatangani oleh pejabat terkait, dokumen tersebut dilakukan review oleh fungsi SDM berdasarkan aspek seperti ketersediaan posisi, penilaian kinerja, riwayat jabatan, dan riwayat pelanggaran. Penggunaan dokumen cetak menimbulkan risiko kehilangan atau kerusakan dokumen, serta ketergantungan pada kertas dalam jumlah besar dimana permintaan ajuan talent mobility rata-rata 1.300 permintaan per tahun. Selain itu, evaluasi kelayakan karyawan yang dilakukan fungsi SDM saat ini memerlukan pengecekan data dari berbagai sumber data yang terpisah-pisah dimana membutuhkan waktu lebih lama dalam proses pengecekannya. Untuk mengatasi permasalahan ini, perlu dikembangkan sebuah aplikasi berbasis digital yang dapat mempermudah proses talent mobility request. Pendekatan design thinking digunakan dalam penelitian ini untuk mengidentifikasi tipe, perilaku, dan kebutuhan setiap peran. Pengembangan aplikasi ini diharapkan dapat memenuhi kebutuhan setiap peran, mendukung proses bisnis perusahaan, dan mempercepat transformasi digital di Perusahaan. Hal ini juga selaras dalam mendukung strategi perusahaan untuk lebih adaptif dan lincah menghadapi tantangan di masa depan.

Currently, the process of submitting talent mobility requests such as promotions, transfers, and temporary assignments is still carried out semi-manually using printed (hardcopy) documents. This process is considered inefficient given the large number of employee movements, which requires considerable time and effort. The current submission of talent mobility requests uses a document called the 'Talent Mobility Request Form,' which is filled out by the unit head according to the request and includes the employee's data. Once completed and signed by the relevant officials, the document is reviewed by the HR function based on aspects such as position availability, performance evaluation, job history, and disciplinary records. The use of printed documents presents risks of loss or damage, as well as a dependency on large amounts of paper, with an average of 1,300 talent mobility requests submitted annually. Additionally, the employee eligibility evaluation currently conducted by HR requires checking data from various disconnected sources, which takes more time to process. To address this issue, it is necessary to develop a digital-based application that can streamline the talent mobility request process. A design thinking approach is used in this study to identify the types, behaviors, and needs of users. The development of this application is expected to meet user needs, support the company’s business processes, and accelerate digital transformation at company. This also aligns with the company's strategy to become more adaptive and agile in facing future challenges.
