Abstract
Perusahaan distributor alat dan mesin pertanian PT XYZ menghadapi tantangan dalam memaksimalkan kontribusi Divisi IT terhadap pencapaian strategi bisnis perusahaan. Meskipun telah dilakukan investasi yang signifikan dalam TI, kontribusi yang diharapkan belum tercapai secara maksimal. Hal ini disebabkan oleh inisiatif TI yang belum sepenuhnya selaras dengan strategi bisnis perusahaan, sehingga diperlukan penurunan strategi bisnis ke unit kerja fungsional, yaitu Divisi IT.
Melalui penelitian ini, strategi bisnis perusahaan akan diturunkan ke dalam empat perspektif IT Balanced Scorecard di tingkat Divisi IT menggunakan metode cascading yang menghasilkan peta strategi TI. Peta strategi terdiri dari Strategic Objective (SO), Key Performance Indicator (KPI), dan inisiatif. Proses penyusunan ini melibatkan beberapa tahapan, dimulai dengan pengumpulan data, analisis internal dan eksternal perusahaan, analisis SWOT, identifikasi peta strategi bisnis perusahaan, kemudian strategi bisnis perusahaan diturunkan melalui proses cascading untuk menghasilkan peta strategi Divisi IT yang yang selaras dengan visi strategis perusahaan.
Hasil yang didapatkan dari penelitian ini adalah peta strategi Divisi IT yang mencakup 7 Strategic Objective, yaitu optimalisasi kontribusi TI terhadap bisnis, memenuhi kepuasan pengguna terhadap layanan TI, menyediakan layanan TI dan aplikasi yang prima, meningkatkan keandalan infrastruktur TI, meningkatkan dukungan TI terhadap bisnis, mewujudkan tata kelola TI yang baik, dan meningkatkan kompetensi dan keahlian teknis SDM TI. SO tersebut masing-masing memiliki KPI sebagai indikator untuk mengukur kinerjanya, dan inisiatif atau program yang dirancang untuk dapat mencapai objektif yang sudah ditentukan. KPI dan inisiatif tersebut disusun menggunakan analisis Critical Success Factors (CSF) berdasarkan hasil SWOT, agar dapat diimplementasi oleh perusahaan. Selanjutnya, hasil perbandingan menunjukkan bahwa ketujuh SO yang dirumuskan memiliki padanan dengan Alignment Goals pada kerangka kerja COBIT 2019. Hal ini mengindikasikan bahwa penurunan strategi telah kongruen dengan kerangka kerja COBIT 2019.

A distributor company of agricultural equipment and machinery, PT XYZ, faces challenges in maximizing the contribution of its IT Division to achieving the company's business strategy. Despite significant investments in IT, the expected contribution has not been fully realized. This is due to IT initiatives not being entirely aligned with the company's business strategy, necessitating the cascading of the business strategy to the functional work unit, namely the IT Division.
Through this research, the company's business strategy will be translated into the four perspectives of the IT Balanced Scorecard at the IT Division level using the cascading method, resulting in an IT strategy map. The strategy map consists of Strategic Objectives (SO), Key Performance Indicators (KPI), and initiatives. The development process involves several stages, starting with data collection, internal and external company analysis, SWOT analysis, identification of the Company's business strategy map, and then the company's business strategy is cascaded to generate a strategic map of the IT Division designed to aligned with the company's strategic vision.
This research results are a strategic map of the IT Division which includes 7 strategic objectives, namely optimizing IT's contribution to the business, ensuring user satisfaction with IT services, delivering excellent IT services and applications, enhancing the reliability of IT infrastructure, improving IT support for the business, establishing IT good governance, and enhancing the technical competence and skills of IT staff. Each SO is assigned its own KPIs as performance indicators, along with initiatives designed to achieve the specified objectives. These KPI and initiatives were formulated using a Critical Success Factors (CSF) analysis based on the SWOT, so that they can be implemented by the company. Furthermore, a comparative analysis shows that all seven formulated SOs have counterparts in the COBIT 2019 framework's Alignment Goals. This indicates that the strategy cascade is congruent with the COBIT 2019 framework.
