Abstract
Pekerjaan Rehabilitation and Reconstruction of Gumbasa Irrigation System (Weir and Main Canal BGKn.7 – BGKn.24 – 2695 Ha) merupakan salah satu pekerjaan rekonstruksi di Kota Palu pasca bencana gempa bumi, tsunami, dan likufaksi. Untuk memulihkan jaringan tersebut, maka dilakukan rekonstruksi dengan meningkatan struktur yang semula hanya galian terbuka menjadi saluran beton lining sepatu precast. Namun kondisi tanah eksisting yang berpasir sehingga mudah longsor pada slope saluran primer menjadi permasalahan keterlambatan pekerjaan dan over budget. Hal ini mengakibatkan kinerja proyek tidak sesuai dengan yang direncanakan. Penelitian ini menggunakan pendekatan studi kasus dengan menerapkan metode rekayasa nilai (value engineering) pada proyek tersebut. Tujuan utama penelitian adalah mengevaluasi potensi penghematan biaya dan peningkatan fungsi melalui analisis terhadap metode kerja dan desain saluran primer. Pendekatan kuantitatif dan kualitatif digunakan dalam tahapan penelitian ini. Hasil analisis value engineering menunjukkan metode cast-in-situ lebih unggul. Secara keseluruhan, biaya total pekerjaan mengalami efisiensi sebesar Rp1.062.223.159 atau sekitar 1,4% dari total anggaran awal. Pada item pekerjaan sepatu lining, efisiensi biaya yang dicapai bahkan mencapai Rp3.397.623.506 atau sekitar 29,7% dari nilai pekerjaan awal. Dari sisi waktu, durasi pekerjaan menurun dari 456 hari kalender menjadi 240 hari, sehingga terdapat penghematan waktu sebesar 216 hari atau sekitar 47,4%. Value engineering disimpulkan dapat membantu mengevaluasi metode pelaksanaan sebuah proyek, juga potensi atas nilai tambah dari penerapan value engineering metode kerja dan design dari segi biaya, mutu, dan waktu pada pekerjaan Irigasi Gumbasa.

The Rehabilitation and Reconstruction of the Gumbasa Irrigation System Project (Weir and Main Canal BGKn.7 – BGKn.24 – 2695 Ha) is one of the post-disaster reconstruction efforts undertaken in Palu City following the earthquake, tsunami, and liquifaction. To restore the system, reconstruction was carried out by upgrading the original open excavation canal into a precast concrete-lined channel. However, the sandy condition of the existing soil led to frequent slope failures along the primary canal, resulting in project delays and cost overruns. These issues affected the project performance. This study employs a case study approach by applying the value engineering method to the project. The primary objective of the research is to evaluate the potential for cost savings and functional improvements through an analysis of work methods and the design of the primary channel. Both quantitative and qualitative approaches are used throughout the stages of this research.. This study reveals that the implementation of value engineering has resulted in significant cost and time efficiencies in the drainage project. Overall, the total project cost was reduced by Rp1,062,223,159, which represents approximately 1.4% of the initial budget. Notably, the shoe lining work item achieved a cost saving of Rp3,397,623,506, equivalent to 29.7% of its original estimated cost. In terms of time performance, the project duration decreased substantially from 456 calendar days to 240 calendar days, indicating a time saving of 216 days or approximately 47.4%. It is concluded that value engineering can be an effective approach to review and optimize the implementation method of a project, offering added value in terms of cost, quality, and time for the Gumbasa Irrigation rehabilitation works.
