Abstract

Gunung Kelud memiliki periode letusan yang singkat, sekitar 15-20 tahun sekali, dengan letusan terakhir pada 2014 yang mengakibatkan kerusakan signifikan akibat lahar dan material piroklastik. Salah satu wilayah yang terdampak parah adalah Desa Puncu, Kecamatan Puncu, Kabupaten Kediri. Penelitian ini bertujuan untuk mengetahui bentuk adaptasi, mengetahui upaya mitigasi, serta memberikan formulasi strategi adaptasi dan mitigasi yang diterapkan masyarakat Desa Puncu dalam menghadapi ancaman erupsi Gunung Kelud melalui pendekatan Community Based Disaster Management (CBDM). Dengan menggunakan metode penelitian kualitatif melalui pendekatan studi kasus, penelitian ini mengidentifikasi bentuk adaptasi dan mitigasi berbasis komunitas yang diterapkan oleh masyarakat setempat. Data dikumpulkan melalui wawancara mendalam, observasi non-partisipatif, dan telaah dokumen. Teknik analisis yang digunakan adalah Content Analysis (CA), untuk mengidentifikasi tema-tema kunci dari data yang terkumpul. Penelitian ini juga memformulasikan strategi adaptasi dan mitigasi melalui pendekatan Relational Content Analysis (RCA) dan analisis deskriptif kualitatif. Penelitian ini menggali berbagai aspek adaptasi masyarakat Desa Puncu, seperti kesadaran dan edukasi, akses sumber daya darurat, serta kebijakan pengurangan risiko bencana. Kearifan lokal yang dimiliki masyarakat juga dianalisis dalam konteks mitigasi struktural dan non-struktural. Hasil penelitian ini menunjukkan bahwa masyarakat Desa Puncu memiliki bentuk adaptasi dan mitigasi yang beragam, mulai dari yang di lakukan secara swadaya maupun dari stakeholder desa, BPBD Kabupaten Kediri, dan BPBD Provinsi Jawa Timur. Untuk itu formulasi strategi berbasis harmonisasi adaptasi dan mitigasi memiliki peranan yang penting dalam meningkatkan kewaspadaan terhadap ancaman erupsi yang dapat terjadi kapan saja. Temuan diharapkan dapat memberikan kontribusi praktis dalam kebijakan mitigasi yang lebih solutif, efektif, dan representatif.

Mount Kelud experiences relatively short eruption intervals, occurring approximately every 15 to 20 years. The most recent eruption, in 2014, caused significant damage due to lava flows and pyroclastic materials. One of the areas most severely affected was Puncu Village, located in Puncu Sub-district, Kediri Regency. This study aims to identify the forms of adaptation, examine mitigation efforts, and formulate strategies for adaptation and mitigation practiced by the residents of Puncu Village in facing the threat of Mount Kelud’s eruptions, using the Community-Based Disaster Management (CBDM) approach. Employing a qualitative research method through a case study approach, this research identifies community-based forms of adaptation and mitigation implemented by local residents. Data were collected through in-depth interviews, non-participatory observation, and document review. The data analysis technique used was Content Analysis (CA), which helped identify key themes from the collected data. Additionally, adaptation and mitigation strategies were formulated using Relational Content Analysis (RCA) and descriptive qualitative analysis. The study explores various aspects of how the Puncu Village community adapts, including public awareness and education, access to emergency resources, and disaster risk reduction policies. Local wisdom was also examined in the context of both structural and non-structural mitigation efforts. The findings reveal that the people of Puncu Village have developed a range of adaptation and mitigation measures, carried out independently and in coordination with village stakeholders, the Kediri Regency Disaster Management Agency (BPBD Kediri), and the East Java Provincial BPBD. Therefore, the formulation of a strategy that harmonizes adaptation and mitigation plays a crucial role in enhancing community preparedness against eruption threats that may occur at any time. These findings are expected to offer practical contributions toward more effective, solution-oriented, and representative mitigation policies.
