Abstract
PT. Pelabuhan Indonesia (Persero) Regional 3 Sub Regional Bali Nusra merupakan salah satu BUMN yang aktif melaksanakan program Corporate Social Responsibility (CSR) dengan fokus pada pemberdayaan masyarakat. Salah satu implementasinya adalah program desa binaan di Desa Adat Penglipuran. Dalam upaya untuk meningkatkan kesejahteraan dan kemandirian masyarakat lokal melalui pembangunan infrastruktur seperti balai patok, angkul-angkul, MCK, penyediaan kendaraan pengangkut sampah, serta revitalisasi hutan bambu. Penelitian ini mengidentifikasi implementasi program desa binaan terhadap keberlanjutan desa wisata dan pemberdayaan masyarakat di Desa Adat Penglipuran, serta strategi dari pelaksanaan program CSR tersebut. Penelitian menggunakan metode kualitatif dengan pendekatan studi kasus di Desa Adat Penglipuran, Kecamatan Bangli, Kabupaten Bangli, Provinsi Bali. Data dikumpulkan melalui wawancara mendalam, observasi, dokumentasi, serta analisis data sekunder. Hasil penelitian menunjukkan bahwa program CSR Desa Binaan oleh PT Pelabuhan Indonesia (Persero) memberdayakan masyarakat lokal melalui pembangunan berkelanjutan berbasis potensi dan kearifan lokal. Keberhasilan program didukung oleh ketersediaan dana yang memadai dan sinergi antar pemangku kepentingan, sehingga memungkinkan pelaksanaan pelatihan, pembangunan infrastruktur, dan pengembangan ekonomi lokal secara berkelanjutan. Namun, penelitian juga menyoroti perlunya analisis lebih lanjut untuk memastikan manfaat program dirasakan secara merata oleh seluruh lapisan masyarakat. Temuan dari penelitian ini diharapkan dapat memberikan gambaran strategis serta bahan kajian untuk mengidentifikasi apakah program yang ada benar terimplementasi seperti pada hasil rasio SROI program Desa Binaan yang sudah ada.

PT. Pelabuhan Indonesia (Persero) Regional 3 Sub Regional Bali Nusra is one of the SOEs that actively implements Corporate Social Responsibility (CSR) programs with a focus on community empowerment. One of the implementations is the fostered village program in Penglipuran Traditional Village. In an effort to improve the welfare and independence of local communities through infrastructure development such as balai patok, angkul-angkul, MCK, provision of garbage collection vehicles, and revitalization of bamboo forests. This study identifies the real impact of the assisted village program on the sustainability of the tourism village and community empowerment in Penglipuran Traditional Village, and assesses the social and economic impacts of the implementation of the CSR program. The research used a qualitative method with a case study approach in Penglipuran Traditional Village, Bangli District, Bangli Regency, Bali Province. Data were collected through in-depth interviews, observation, documentation, and secondary data analysis. The results showed that the Desa Binaan CSR program by PT Pelabuhan Indonesia (Persero) empowers local communities through sustainable development based on local potential and wisdom. The success of the program is supported by the availability of adequate funds and synergy between stakeholders, thus enabling the implementation of training, infrastructure development, and local economic development in a sustainable manner. However, the research also highlights the need for further analysis to ensure that the benefits of the program are felt equally by all levels of society and identify potential inequalities that may occur. The findings of this study are expected to provide a strategic overview as well as study materials to identify whether the existing program is truly impactful as in the results of the SROI ratio of the existing Desa Binaan program.
