Abstract

Kota Malang sebagai kota terbesar kedua di Jawa Timur, menghadapi tantangan serius dalam sektor transportasi, terutama masalah kemacetan lalu lintas. Berdasarkan Global Traffic Scorecard 2021, Kota Malang menjadi kota termacet keempat di Indonesia. Penambahan jumlah penduduk dan kendaraan bermotor semakin memperparah kondisi ini. Angkutan umum seperti "angkot," yang sebelumnya menjadi moda transportasi utama, mengalami penurunan signifikan dalam jumlah unit dan minat masyarakat. Penurunan ini disebabkan oleh rute yang tidak teratur, halte yang tidak memadai, waktu tunggu yang lama, dan kondisi kendaraan yang kurang nyaman. Akibatnya, masyarakat lebih memilih kendaraan pribadi atau transportasi berbasis online, yang turut menyumbang kemacetan. Sebagai solusi, pemerintah memperkenalkan program Buy The Service (BTS), yang bertujuan untuk meningkatkan efisiensi dan efektivitas angkutan umum di Kota Malang. BTS menawarkan layanan transportasi yang lebih nyaman, terjangkau, dan terintegrasi. Rute Buy The Service (BTS) pada penelitian ini akan dibuat beracuan pada Jalur 3 Feeder Rute Terminal Arjosari-Terminal Hamid Rusdi yang telah dibuat oleh Dinas Perhubungan Kota Malang. Tujuan utama dari TOD untuk mengurangi penggunaan transportasi pribadi agar masyarakat lebih terdorong untuk menggunakan transportasi publik dan berjalan kaki dalam melakukan aktivitas sehari - hari. Area yang berpotensi sebagai TOD menjadi salah satu pertimbangan dalam melakukan perencanaan rute dan halte baru di suatu wilayah. Pada penelitian ini menggunakan metode AHP dan network analysis, AHP digunakan untuk memprioritaskan faktor-faktor penting dalam perencanaan, seperti aksesibilitas, kecepatan, dan integrasi moda transportasi. Sementara itu, Network Analysis mengoptimalkan jaringan rute BTS agar lebih efisien dan sesuai kebutuhan masyarakat. Fokusan area yang akan menjadi demand atau area layanan adalah area yang memiliki tipe rumah 21 yang direprentasikan sebagai kalangan kelas kebawah dan facilities dalam penelitian ini halte rekomendasi yang telah dibuat. Harapannya dengan adanya halte rekomendasi dan rute efektif ini, feeder Kota Malang akan lebih optimal dan bisa dinikmati oleh warga Malang.

Malang City, as the second-largest city in East Java, faces serious challenges in the transportation sector, particularly traffic congestion. According to the Global Traffic Scorecard 2021, Malang City ranks as the fourth most congested city in Indonesia. The increasing population and number of motor vehicles have further worsened this situation. Public transportation such as "angkot," which previously served as the primary mode of transport, has experienced a significant decline in both fleet size and public interest. This decline is due to irregular routes, inadequate stops, long waiting times, and uncomfortable vehicle conditions. As a result, people prefer to use private vehicles or online-based transportation services, which further contribute to congestion. As a solution, the government has introduced the Buy The Service (BTS) program, which aims to improve the efficiency and effectiveness of public transportation in Malang City. BTS offers transportation services that are more comfortable, affordable, and integrated. The BTS route in this study will be based on Feeder Route 3 connecting Arjosari Terminal and Hamid Rusdi Terminal, as established by the Malang City Department of Transportation. The main objective of Transit Oriented Development (TOD) is to reduce the use of private transport so that people are more encouraged to use public transportation and walk in their daily activities. Areas with potential for TOD are one of the considerations in planning new routes and stops in a region. This research employs the Analytical Hierarchy Process (AHP) and Network Analysis methods. AHP is used to prioritize important factors in planning, such as accessibility, speed, and integration of transport modes. Meanwhile, Network Analysis optimizes the BTS route network to make it more efficient and responsive to community needs. The focus area identified as the demand or service area is the area dominated by Type 21 houses, representing lower-income communities, and the facilities in this study refer to the recommended stops that have been proposed. It is expected that with the recommended stops and effective routes, the feeder services in Malang City will operate more optimally and be better utilized by its residents.
