Abstract
Dalam pelaksanaan proses bisnis manajemen sumber daya manusia (SDM) berupa mutasi pegawai di Direktorat Jenderal Bea dan Cukai (DJBC), masih dijumpai kendala dan tantangan antara lain belum adanya rumusan pola karir yang eksplisit dan pertimbangan mutasi pegawai belum transparan. Hal ini ditegaskan dalam Rencana Strategis Sekretariat Jenderal Kementerian Keuangan. Selain itu, sistem informasi kepegawaian yang ada juga belum mengakomodasi fitur sistem pendukung keputusan terkait mutasi pegawai yang dapat memberikan rekomendasi kepada manajer SDM. Penelitian ini mengajukan dan mengembangkan model sistem pendukung keputusan (SPK) rekomendasi mutasi pegawai untuk membantu manajer SDM dalam menentukan mutasi pegawai. Keluaran dari model SPK ini adalah keputusan kelayakan mutasi dan rekomendasi kantor tujuan mutasi pegawai sesuai dengan kriteria dan aturan yang dirancang berdasarkan peraturan, pendapat dan pengetahuan ahli, serta praktik terbaik. Selain melakukan klasifikasi keputusan mutasi dan rekomendasi kantor, model sistem ini juga mampu memberikan urutan rekomendasi tiga kantor tujuan mutasi yang paling disarankan. SPK ini menggunakan kombinasi metode MCDM – TOPSIS, sistem berbasis aturan, dan pencocokan profil, untuk pemodelan terhadap kriteria yang dipilih. Python digunakan untuk merancang aturan dan logika model sistem, dan Streamlit digunakan sebagai kerangka kerja untuk deployment antarmuka. Hasil pengujian menunjukkan bahwa model sistem menghasilkan tingkat kebenaran 100% untuk proses sistem berbasis aturan. Hasil keluaran proses sistem pencocokan profil terhadap 92 sampel Slovin berupa urutan rekomendasi kantor tujuan mutasi secara umum dipandang sudah baik dan sesuai oleh manajer SDM sebagai pengguna. Hasil pengujian fungsional sistem menggunakan System Usability Scale (SUS) menunjukkan skor sebesar 70 yang menunjukkan kegunaan dan kenyamanan pemakaian model sistem yang baik. Pengguna juga berpendapat bahwa model sistem ini dapat dimanfaatkan dan dikembangkan untuk membantu manajer SDM dalam pengambilan keputusan pemindahan pegawai. Sistem ini disarankan untuk dapat diadaptasi dan diimplementasikan ke dalam sistem informasi kepegawaian yang sudah ada, dengan penambahan variabel, parameter, dan aturan yang lebih komprehensif, relevan, dan kompleks untuk skala yang lebih luas.

In the execution of human resource management (HRM) business processes, specifically employee transfers within the Directorate General of Customs and Excise (DJBC), several challenges persist, including the absence of an explicit career path framework and the lack of transparency in transfer considerations. This issue is highlighted in the Strategic Plan of the Secretariat General of the Ministry of Finance. Moreover, the existing personnel information system does not yet accommodate a decision support system (DSS) feature that can provide recommendations to HR managers regarding employee transfers. This study proposes and develops a DSS model for employee transfer recommendations to assist HR managers in decision-making. The output of this DSS model includes transfer eligibility decisions and recommendations for target offices based on criteria and rules formulated from regulations, expert opinions, domain knowledge, and best practices. In addition to classifying transfer decisions and recommending offices, the system can also provide a ranked list of the top three most recommended target offices. The DSS integrates multiple methods, including Multi-Criteria Decision Making (MCDM) – Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS), rule-based systems, and profile matching to model the selected criteria. Python is employed to design the rules and logic of the system model, while Streamlit serves as the framework for interface deployment. Blackbox testing results indicate that the system achieves 100% accuracy for rule-based processes. The profile matching process output, applied to 92 samples based on Slovin's formula, was generally considered satisfactory and appropriate by HR managers as users. Functional system testing using the System Usability Scale (SUS) yielded a score of 70, demonstrating the system's usability and ease of use. Users also expressed that the DSS model could be utilized and further developed to support HR managers in making employee transfer decisions. It is recommended that this system be adapted and integrated into existing personnel information systems with additional variables, parameters, and rules that are more comprehensive, relevant, and complex for broader implementation.
