Abstract
Pemanfaatan area lubang bekas tambang batu bara (pit lake) menjadi salah satu strategi pengelolaan pascatambang yang dapat memberikan manfaat bagi lingkungan dan masyarakat sekitar. Penelitian ini bertujuan untuk menganalisis kondisi hidrologi dan kualitas air pit lake di Blok Susubang Uko, Kabupaten Paser, Kalimantan Timur, serta mengevaluasi kelayakan teknis dan finansial pemanfaatannya. Metode yang digunakan meliputi analisis teknis yang terdiri dari hidrologi, hidrogeologi, keseimbangan air (water balance), serta uji laboratorium terhadap kualitas air. Selain itu, dilakukan analisis kelayakan finansial dengan pendekatan Net Present Value (NPV), Benefit-Cost Ratio (BCR), Internal Rate of Return (IRR) dan Payback Period. Berdasarkan hasil perhitungan water balance pada void Susubang-1 (SSB-1) sebesar + 1.240.000 m3, void Susubang-2 (SSB-2) sebesar +120.000 m3 dan void Seluyus (SLY) sebesar +650.000 m3. Change In Storage atau perubahan volume air dalam void bernilai positif menunjukkan bahwa air tersimpan dalam void pit lake, menandakan potensi sumber air tergenang yang stabil. Untuk hasil pengujian kualitas baku mutu air untuk tujuh parameter yaitu pH, suhu, BOD, COD, DO, TSS, dan Total Koliform di sepuluh titik sungai dan dua lokasi pit lake di area Susubang Uko, kualitas air tergolong baik dan masuk pada kriteria air kelas 3 menurut Peraturan Pemerintah nomor 22 tahun 2021. Sedangkan hasil analisis kelayakan finansial untuk pemanfaatan pit lake untuk tambak keramba ikan nila dan ikan patin selama 35 tahun nilai NPV >0 (Rp.1.100.947.110.467), BCR>1 (1,97), IRR>Discount Rate (58%) maka layak untuk dilakukan meski memerlukan biaya awal yang cukup besar namun dengan Payback Period yang cukup singkat yaitu 3 tahun 2 bulan.

The utilization of former coal mining voids (pit lakes) represents a post-mining management strategy that can provide environmental and socio-economic benefits to surrounding communities. This study aims to analyze the hydrological conditions and water quality of the pit lakes in the Susubang Uko Block, Paser Regency, East Kalimantan, and to evaluate the technical and financial feasibility of their utilization. The methods employed include technical analyses encompassing hydrology, hydrogeology, water balance assessments, and laboratory testing of water quality. Additionally, financial feasibility was evaluated using Net Present Value (NPV), Benefit-Cost Ratio (BCR), Internal Rate of Return (IRR), and Payback Period approaches. Based on the water balance calculations, the change in water storage (Change in Storage) was positive: +1,240,000 m³ for void SSB-1, +120,000 m³ for void SSB-2, and +650,000 m³ for void SLY. These positive values indicate that water is retained within the pit lakes, suggesting the potential for a stable impounded water source. Water quality testing was conducted on seven parameters—pH, temperature, BOD, COD, DO, TSS, and Total Coliform—across ten river points and two pit lake locations within the Susubang Uko area. The results indicate good water quality, meeting Class III water standards according to Government Regulation No. 22 of 2021. Financial feasibility analysis for utilizing the pit lakes for Nile and Pangasius fish cage aquaculture over a 35-year period showed promising results, with an NPV > 0 (IDR 1,100,947,110,467), BCR > 1 (1.97), and IRR > discount rate (58%), indicating that the project is financially viable. Although the initial capital investment is substantial, the relatively short payback period of 3 years and 2 months makes the project attractive.
