Abstract

Investasi chemical/oil tanker memiliki peranan strategis dalam menunjang operasional perusahaan pelayaran, khususnya di pasar global yang semakin kompetitif. Latar belakang penelitian ini adalah kebutuhan untuk menghadirkan solusi atas tantangan investasi yang seringkali tidak memenuhi target, baik dari segi teknis, kepatuhan regulasi internasional, maupun efisiensi biaya. Kondisi tersebut memengaruhi daya saing perusahaan, terlebih sebagian besar armadanya telah berusia lebih dari 15 tahun, sehingga memerlukan biaya perawatan dan perbaikan tinggi, berisiko terhadap penahanan oleh Port State Control (PSC), dan penolakan oleh perusahaan minyak dan gas. Dengan demikian, diperlukan sebuah metode yang komprehensif dan sistematis dalam pengambilan keputusan investasi dengan mempertimbangkan berbagai kriteria untuk menentukan alternatif terbaik. Metode yang digunakan adalah Decision Making Trial and Evaluation Laboratory (DEMATEL) dan Analytic Network Process (ANP) terintegrasi untuk menganalisis pemilihan investasi chemical/oil tanker. DEMATEL digunakan untuk mengidentifikasi hubungan sebab-akibat sehingga faktor dominan dapat diprioritaskan. Setelah faktor dominan didapatkan, ANP memproses hubungan dan ketergantungan antar kriteria dalam model jaringan dan menentukan bobot yang lebih akurat. Selanjutnya, dilakukan penghitungan prioritas dengan menyusun supermatrix yang mencakup hubungan antar elemen. Supermatrix ini dianalisis hingga menghasilkan prioritas akhir untuk menentukan alternatif terbaik. Data penelitian dikumpulkan melalui kuesioner dan wawancara dengan pemangku kepentingan, seperti manajemen puncak, eksekutif, dan pakar industri. Melalui metode DEMATEL didapatkan Investasi Awal, Biaya Operasional, Biaya Kepatuhan Regulasi, Insentif Pemerintah, Kondisi Geopolitik, Nilai Sisa Aset, Operasional Luwes, Risiko Pasar, Risiko Kepatuhan, Risiko Geopolitik, dan Risiko Teknologi sebagai faktor penyebab. Faktor-faktor tersebut dianalisis ke dalam metode ANP untuk mendapatkan model, jaringan, dan perbandingan berpasangan. Hasil akhir didapat bahwa kapal baru buatan Jepang menempati peringkat pertama sebagai kapal paling direkomendasikan untuk melayani pasar global dengan nilai agregat 0,362. Peringkat selanjutnya adalah kapal baru buatan China dengan nilai agregat 0,320.

Investment in chemical/oil tankers is strategically supporting shipping companies' operations, particularly in the increasingly competitive global market. The background of this research is the need to provide solutions to challenges in ship investments that often fail to meet targets, whether in technical performance, compliance with international regulations, or cost efficiency. These conditions affect the competitiveness of companies, as most chemical/oil tanker fleets are over 15 years old, require high maintenance and repair costs, pose risks of detention by Port State Control (PSC) and rejection by major oil companies. Thus, a comprehensive and systematic method is needed in making investment decisions by considering various criteria and factors to determine the best alternative. The methodology approach is the Integration of Decision-Making Trial and Evaluation Laboratory (DEMATEL) and Analytic Network Process (ANP) to analyze the Selection of Chemical/Oil Tanker Ship Investments. DEMATEL is used to identify cause-effect relationships so that dominant factors can be prioritized. Once the dominant factors are obtained, ANP processes the relationships and dependencies among criteria in the network model and determines more accurate weighting. Subsequently, priority calculations are carried out by constructing a supermatrix that encapsulates the relationships among elements. This supermatrix is analyzed to produce final priorities for determining the best alternative. The research data were collected through questionnaires and interviews with various stakeholders, including top management, executives, and industry experts. Through the DEMATEL method, Initial Investment, Operating Costs, Regulatory Compliance Costs, Government Incentives, Geopolitical Opportunity, Residue Value, Operational Flexibility, Market Risks, Compliance Risks, Geopolitical Risks and Technological Risks are obtained as cause factors. These factors are analyzed into the ANP method to obtain model and network as well as pairwise comparisons. The result shows that new Japanese-built ship (Newbuild Japan) are ranked first as the most recommended ships to serve the global market with an aggregate value of 0.362. The next rank is new Chinese-built ship (Newbuild China) with an aggregate value of 0.320.
