Abstract

Pemerintah, melalui Perusahaan Daerah Air Minum (PDAM), telah membangun Instalasi Pengolahan Air Minum (IPAM), seperti IPAM Ngagel I di Surabaya, untuk memenuhi kebutuhan air bersih masyarakat. Namun, kualitas air baku dari Sungai Jagir yang sering terpengaruh oleh aktivitas permukiman dan industri menjadi tantangan utama dalam proses pengolahan. Hal ini berisiko menghasilkan air yang tidak memenuhi standar kualitas yang ditetapkan, seperti kadar sisa klor yang pernah mencapai 1,6 mg/L, melebihi batas yang ditetapkan dalam Peraturan Menteri Kesehatan Nomor 2 Tahun 2023 tentang Kesehatan Lingkungan. Untuk mengatasi permasalahan ini, diperlukan analisis risiko sejak dini guna meminimalkan kemungkinan kegagalan dalam proses pengolahan. Pendekatan yang digunakan adalah metode Hazard Analysis and Critical Control Point (HACCP), yang didukung dengan Fishbone Analysis untuk mengidentifikasi risiko kegagalan dan mengelola titik kritis dalam proses pengolahan air. Studi literatur yang dilakukan telah mengumpulkan berbagai data relevan, termasuk baku mutu air minum, kualitas produk air minum, dan kondisi unit pengolahan, yang menjadi dasar untuk analisis lebih lanjut. Metode HACCP yang diterapkan dalam penelitian ini mencakup identifikasi produk, tujuan, analisis potensi bahaya, penetapan Critical Control Point (CCP), serta system pemantauan dan tindakan perbaikan. Hasil analisis menunjukkan bahwa terdapat sepuluh risiko dengan tingkat kategori Sedang hingga Tinggi yang ditetapkan sebagai Titik Kendali Kritis (CCP) beserta batas kritisnya. Potensi bahaya berasal dari kondisi operasional unit pengolahan, kualitas air baku, serta wawasan pekerja. Oleh karena itu, fokus pengendalian diarahkan pada peningkatan kinerja unit pengolahan, perencanaan uprating pada unit proses pengolahan prasedimentasi, filter, dan desinfeksi, serta pelatihan rutin pekerja sesuai SNI 01-4852-1998 tentang penerapan HACCP.

The government, through the Regional Drinking Water Company (PDAM), has established Drinking Water Treatment Plants (IPAM), such as IPAM Ngagel I in Surabaya, to meet the community's clean water needs. However, the quality of raw water from the Jagir River, which is often affected by residential and industrial activities, poses a major challenge in the treatment process. This condition carries the risk of producing water that does not meet the established quality standards, such as residual chlorine levels that have reached 1.6 mg/L, exceeding the limits set by the Ministry of Health Regulation Number 2 of 2023 on Environmental Health. To address this issue, early risk analysis is required to minimize the likelihood of failure in the treatment process. The approach used is the Hazard Analysis and Critical Control Point (HACCP) method, supported by Fishbone Analysis to identify failure risks and manage critical control points in the water treatment process. The literature review conducted has gathered various relevant data, including drinking water quality standards, the quality of drinking water products, and the condition of treatment units, which serve as the basis for further analysis. The HACCP method applied in this study includes product identification, objectives, hazard analysis, determination of Critical Control Points (CCP), as well as monitoring systems and corrective actions. The analysis results show that there are ten risks with a category level of Medium to High which are determined as Critical Control Points (CCP) along with their critical limits. Potential hazards come from the operational conditions of the processing unit, raw air quality, and worker knowledge. Therefore, the focus of control is directed at improving the performance of the processing unit, planning uprating in the pre-sedimentation, filter, and disinfection processing units, and routine worker training according to SNI 01-4852-1998 on the implementation of HACCP.
