Abstract

Kinerja rantai pasok kesehatan memainkan peran krusial dalam memastikan ketersediaan, efisiensi, dan ketahanan sistem layanan kesehatan. Kompleksitas dalam rantai pasok ini mengharuskan adanya pemahaman mendalam terhadap indikator kinerja yang saling terkait agar strategi peningkatan dapat dilakukan secara efektif. Penelitian ini bertujuan untuk mengidentifikasi serta menganalisis keterkaitan indikator kinerja rantai pasok kesehatan dengan pendekatan Supply Chain Operations Reference (SCOR) dan metode Interpretive Structural Modeling (ISM). Metode SCOR digunakan untuk mengklasifikasikan indikator kinerja berdasarkan lima proses utama rantai pasok, yaitu Plan, Source, Make, Deliver, dan Return. Lalu dilakukan validasi indikator kinerja menggunakan fuzzy delphi Method hingga mendapatkan nilai crisp >0.8 agar indikator tersebut dapat dikatakan tervalidasi. Selanjutnya, metode ISM diterapkan untuk mengeksplorasi hubungan kausal antar indikator dan membangun struktur hierarkis guna memahami peran serta pengaruh masing-masing indikator dalam sistem rantai pasok kesehatan. Hasil penelitian menunjukkan bahwa terdapat beberapa indikator kinerja yang memiliki peran strategis sebagai faktor pendorong utama dalam meningkatkan efisiensi dan efektivitas rantai pasok kesehatan. Indikator-indikator
ini memiliki hubungan yang erat dengan faktor ketepatan waktu distribusi, keandalan pasokan, biaya operasional, serta responsivitas terhadap permintaan layanan kesehatan. Selain itu, analisis struktural menggunakan ISM mengungkapkan adanya hierarki indikator yang dapat digunakan sebagai dasar dalam perumusan kebijakan peningkatan kinerja rantai pasok secara lebih sistematis dan terarah.

The performance of the healthcare supply chain plays a crucial role in ensuring the availability, efficiency, and resilience of healthcare services. The complexity of this supply chain necessitates a deep understanding of interrelated performance indicators to develop effective improvement strategies. This study aims to identify and analyze the interconnections among healthcare supply chain performance indicators using the Supply Chain Operations Reference (SCOR) framework and Interpretive Structural Modeling (ISM) Method. The SCOR framework is utilized to classify performance indicators based on the five main supply chain processes: Plan, Source, Make, Deliver, and Return. Then, performance indicators were validated using the Fuzzy Delphi Method until a crisp value greater than 0.8 was obtained, indicating that the indicators were considered validated. Subsequently, the ISM Method is applied to explore causal relationships among indicators and construct a hierarchical structure to understand their roles and influences within the healthcare supply chain system. The results of this study indicate that certain key performance indicators serve as primary drivers for enhancing the efficiency and effectiveness of the healthcare supply chain. These indicators are closely linked to factors such as distribution timeliness, supply reliability, operational costs, and responsiveness to healthcare service demands. Furthermore, the structural analysis using ISM reveals a hierarchy of indicators that can serve as a foundation for formulating policies to systematically and strategically improve supply chain performance. The findings of this study provide valuable insights for decisionMakers in both the public and private sectors to better understand the key factors influencing healthcare supply chain performance. By comprehending the causal relationships among these indicators, stakeholders can develop more effective and sustainable improvement strategies, ensuring the healthcare supply chain operates optimally in response to dynamic challenges in the healthcare sector.
