Abstract
Perkembangan layanan televisi yang menggunakan jaringan berbasis protokol internet (IP) mendorong beberapa Internet Service Provider (ISP) lokal untuk menghadirkan layanan IPTV sebagai nilai tambah. Salah satu metode distribusi konten IPTV yang umumnya digunakan oleh ISP berskala nasional adalah metode transmisi multicast. Namun, metode tersebut memerlukan perangkat distribusi khusus yang mendukung protokol IGMP dengan biaya relatif mahal. Dalam kondisi tersebut, salah satu ISP lokal berskala daerah, yaitu ISP lokal JMI Jember, menghadapi keterbatasan infrastruktur karena latar belakangnya sebagai penyelenggara layanan internet saja. Oleh karena itu, diperlukan analisis terhadap alternatif penyelenggaraan IPTV yang sesuai dengan kondisi infrastruktur pada ISP tersebut. Penelitian ini menganalisis penyelenggaraan IPTV dengan metode transmisi unicast pada ISP JMI Jember yang menggunakan server lokal, dengan mengidentifikasi sistem yang digunakan, mengukur bandwidth dan flow traffic IPTV, serta mengevaluasi kualitas layanan melalui parameter throughput, delay, jitter, dan packet loss berdasarkan indeks QoS standar TIPHON. Hasil penelitian menunjukkan bahwa metode transmisi unicast cocok digunakan bagi ISP lokal karena kompatibel dengan perangkat GPON standar yang dimilikinya. Kualitas layanan IPTV dinilai masuk dalam kategori “Bagus”, dengan nilai rata-rata QoS 3,75 pada layanan IPTV melalui televisi dan 3,5 pada konten yang diakses via handphone. Pengukuran bandwidth menunjukkan bahwa layanan IPTV dan internet berjalan secara independen tanpa saling membebani. Throughput yang diterima pelanggan IPTV unicast hanya sebesar bandwidth dari satu channel, sehingga lebih efektif dibandingkan metode multicast yang menerima bandwidth besar untuk seluruh channel. Bandwidth output server ISP bergantung pada jumlah pengguna aktif dan channel yang diakses, sehingga unicast lebih adaptif terhadap trafik aktual dan cocok diterapkan di ISP dengan jumlah pelanggan terbatas seperti ISP lokal JMI Jember.

The development of television services using internet protocol (IP)-based networks has encouraged several local Internet Service Providers (ISPs) to offer IPTV services as an added value. One method of distributing IPTV content commonly used by national-scale ISPs is the multicast transmission method. However, this method requires special distribution devices that support the IGMP protocol at a relatively high cost. In this condition, one of the local ISPs on a regional scale, namely the local ISP JMI Jember, faces infrastructure limitations due to its background as an internet service provider only. Therefore, an analysis is needed on alternative IPTV implementation that is suitable for the infrastructure conditions at the ISP. This study analyzes the implementation of IPTV using the unicast transmission method at the ISP JMI Jember which uses a local server, by identifying the system used, measuring the bandwidth and flow of IPTV traffic, and evaluating the quality of service through throughput, delay, jitter, and packet loss parameters based on the TIPHON standard QoS index. The results of the study indicate that the unicast transmission method is suitable for use by local ISPs because it is compatible with the standard GPON devices they have. The quality of IPTV services is considered to be in the "Good" category, with an average QoS score of 3.75 for IPTV services via television and 3.5 for content accessed via mobile phones. Bandwidth measurements show that IPTV and internet services run independently without burdening each other. The throughput received by IPTV unicast customers is only the bandwidth of one channel, making it more effective than the multicast method which receives large bandwidth for all channels. The ISP server output bandwidth depends on the number of active users and the channels accessed, so unicast is more adaptive to actual traffic and is suitable for implementation in ISPs with a limited number of customers such as local ISP JMI Jember.
