Abstract
Perubahan vertikal bangunan merupakan indikator penting dalam pemantauan dinamika perkotaan. Penelitian ini bertujuan untuk menganalisis perubahan tinggi bangunan di kawasan Tunjungan, Surabaya, dengan memanfaatkan model stereo dari data ortofoto dan Digital Surface Model (DSM) LiDAR tahun 2016 dan 2024. Proses digitasi dilakukan secara stereoskopis terhadap 134 bangunan pada model 2016 dan 167 bangunan pada model 2024. Setiap hasil tinggi diekstraksi menggunakan sistem referensi vertikal orthometris (mengacu pada geoid). Analisis menunjukkan bahwa dari total 167 bangunan tahun 2024, sebanyak 58 bangunan mengalami peningkatan tinggi, 46 bangunan mengalami pengurangan, dan 63 bangunan tidak mengalami perubahan signifikan (dalam batas toleransi ±1 meter). Perubahan ini mencerminkan aktivitas pembangunan, renovasi, maupun pembongkaran dalam kurun waktu delapan tahun. Uji akurasi dilakukan dengan membandingkan hasil tinggi model stereo terhadap normalized DSM (nDSM) dan data lapangan. Model stereo 2024 menghasilkan nilai RMSE sebesar 0,402 meter terhadap nDSM, sedangkan model stereo 2016 menunjukkan nilai RMSE sebesar 7,391 meter akibat distorsi paralaks, sudut pengambilan citra miring, dan pengaruh material bangunan seperti kaca. Validasi lapangan menghasilkan RMSE sebesar 0,927 meter dari 30 titik pengukuran, yang masih memenuhi standar akurasi vertikal ASPRS (2014). Hasil ini menunjukkan bahwa model stereo 2024 layak digunakan untuk analisis perubahan tinggi bangunan secara temporal, sedangkan model 2016 perlu digunakan dengan kehati-hatian pada objek bertingkat tinggi atau berdinding reflektif.

Vertical changes in building structures serve as critical indicators in monitoring urban development. This study aims to analyze the changes in building heights in the Tunjungan area, Surabaya, by utilizing stereo models derived from aerial orthophotos and LiDAR-based Digital Surface Models (DSM) acquired in 2016 and 2024. Stereo digitization was conducted on visually identifiable buildings, resulting in 134 building samples for the 2016 model and 167 for the 2024 model. All elevation values were standardized using the orthometric height system referenced to the geoid, which provides a more physically meaningful representation of surface elevation relative to mean sea level. The analysis revealed that, from the 167 buildings digitized in the 2024 model, 58 buildings experienced a height increase, 46 experienced a decrease, and 63 remained unchanged within a ±1 meter tolerance threshold. These findings reflect active vertical developments, renovations, or demolitions over the eight-year period. Accuracy assessments were performed by comparing stereo-derived heights with normalized DSM (nDSM) data and field measurements. The 2024 stereo model yielded a Root Mean Square Error (RMSE) of 0.402 meters when validated against nDSM, indicating high vertical accuracy. Conversely, the 2016 model showed a larger RMSE of 7.391 meters due to image distortion, oblique acquisition angles, and reflective building materials such as glass. Field validation against 30 ground-measured points resulted in an RMSE of 0.927 meters, still within the acceptable range based on ASPRS (2014) vertical accuracy standards. The results affirm the reliability of the 2024 stereo model for spatial and temporal height analysis in dense urban areas, while caution is advised in using the 2016 model for tall or reflective structures.
