Abstract
Sungai Kalimas merupakan salah satu sungai utama di Surabaya yang memiliki peran penting sebagai jalur angkutan pariwisata perahu, aktivitas memancing, dan sebagai saluran pembuangan air hujan (drainase). Namun, meningkatnya aktivitas domestik, industri, dan pertanian telah menyebabkan penurunan kualitas air. Sesuai dengan peruntukannya, kualitas air Sungai Kalimas harus memenuhi standar mutu air kelas II berdasarkan Peraturan Gubernur No. 61 Tahun 2010 mengacu pada Peraturan Pemerintah No. 22 Tahun 2021 dan Peraturan Menteri Lingkungan Hidup dan Kehutanan No. 27 Tahun 2021. Penelitian ini bertujuan untuk menganalisis status mutu Sungai Kalimas menggunakan metode Indeks Kualitas Air (IKA) dan Indeks Kualitas Air Indonesia (IKA-INA) serta memberikan rekomendasi kebijakan untuk pengelolaan kualitas air. Penelitian ini menggunakan metode IKA dan IKA-INA dengan menganalisis parameter kualitas air seperti pH, Dissolved Oxygen (DO), Biological Oxygen Demand (BOD), Chemical Oxygen Demand (COD), Total Suspended Solids (TSS), Nitrat (NO₃⁻), Total Fosfat (T-Phosphat), dan Fecal Coliform. Pengambilan sampel dilakukan dengan metode composite sampling di tiga titik pemantauan, yaitu Jembatan Tretek Bungkuk Ngagel, Jembatan Sulawesi, dan Jembatan Yos Sudarso. Lokasi pemantauan dipilih berdasarkan variasi aktivitas manusia serta potensi sumber pencemaran di setiap segmen aliran sungai. Hasil penelitian menunjukkan bahwa kualitas air Sungai Kalimas belum memenuhi baku mutu kelas II, dengan nilai IKA-IP berkisar dari 40-50 untuk data sekunder dan 30 untuk data primer dan IKA-INA data sekunder dan primer berkisar dari 50-66, kriteria sedang. Hal ini menunjukkan kualitas air masih berada pada kelas III. Rendahnya kinerja IPAL di sektor komersial serta ketiadaan IPAL komunal di hulu menjadi penyebab utama. Dibutuhkan pembangunan IPAL komunal di kawasan padat penduduk, audit terhadap IPAL eksisting, serta penerapan teknologi ABR-biofilter dan edukasi masyarakat, yang harus disertai sinergi antar instansi dalam pengendalian limbah dan pemantauan kualitas air secara berkala.

Kalimas River is one of the main rivers in Surabaya, playing a vital role as a waterway for boat tourism, fishing activities, and as a stormwater drainage channel. However, increasing domestic, industrial, and agricultural activities have led to a decline in water quality. According to its designated use, the water quality of the Kalimas River must comply with Class II water quality standards based on Governor Regulation No. 61 of 2010, which refers to Government Regulation No. 22 of 2021 and Minister of Environment and Forestry Regulation No. 27 of 2021. This study aims to analyze the water quality status of the Kalimas River using the Water Quality Index (WQI/IKA) and Indonesian Water Quality Index (IKA-INA) methods, and to provide policy recommendations for water quality management.
The study employed the IKA and IKA-INA methods by analyzing water quality parameters such as pH, Dissolved Oxygen (DO), Biological Oxygen Demand (BOD), Chemical Oxygen Demand (COD), Total Suspended Solids (TSS), Nitrate (NO₃⁻), Total Phosphate (T-Phosphate), and Fecal Coliform. Sampling was conducted using the composite sampling method at three monitoring points: Tretek Bungkuk Ngagel Bridge, Sulawesi Bridge, and Yos Sudarso Bridge. The monitoring locations were selected based on the variety of human activities and potential pollution sources in each segment of the river flow. The results show that the water quality of the Kalimas River does not meet Class II standards, with IKA-IP scores ranging from 40–50 for secondary data and 30 for primary data, while IKA-INA scores for both secondary and primary data range from 50–66, indicating moderate criteria. This suggests that the water quality is still within Class III. The poor performance of wastewater treatment plants (WWTPs) in the commercial sector and the absence of communal WWTPs in the upstream area are the main contributing factors. Therefore, the development of communal WWTPs in densely populated areas, audits of existing WWTPs, implementation of ABR-biofilter technology, and public education are urgently needed, along with inter-institutional synergy in waste control and regular water quality monitoring.
