Abstract

PT Semen Indonesia (Persero) Tbk, sebagai holding industri semen terbesar di Indonesia, memiliki tanggung jawab untuk menerapkan sistem manajemen risiko yang efektif. Sesuai dengan regulasi pemerintah terkait manajemen risiko dan peningkatan Risk Maturity Index di lingkungan BUMN, perusahaan menetapkan KPI Generik Risk Awareness Level tahun 2025 sebagai alat ukur kesadaran risiko Group Head GRC, IA, dan RTU. Namun, pengukuran dan pemantauan KPI ini masih dilakukan secara manual, yang berpotensi menimbulkan bias data dan ketidakkonsistenan. Selain itu, efektivitas pelatihan berbasis mobile learning belum terukur secara sistematis. Penelitian ini bertujuan untuk merancang kerangka evaluasi pelatihan serta sistem dashboard monitoring berbasis digital untuk mengukur ketercapaian KPI Generik Risk Awareness Level. Metode yang digunakan adalah kualitatif deskriptif, melalui analisis studi literatur, analisis dokumen, wawancara mendalam, dan observasi langsung di perusahaan. Hasil penelitian mencakup rancangan evaluasi pelatihan berbasis Kirkpatrick Model level 1–5. Pada evaluasi level 1 dihasilkan 11 pertanyaan dalam empat kategori utama dan Nilai Efektivitas (Pendekatan Acuan Patokan) PAP Reaksi sebesar 75. Pada evaluasi level 2 dihasilkan rancangan pertanyaan, skoring, serta pengukuran efektivitas menggunakan N-Gain. Pada evaluasi level 3 dihasilkan 10 pertanyaan umum dan 4 pertanyaan critical behaviors, dengan Nilai Efektivitas PAP Lulus Penerapan sebesar 75. Pada evaluasi level 4 didapatkan lima metrik untuk diukur yaitu pendapatan, biaya pengangkutan, biaya pemakaian bahan baku, biaya bahan bakar dan energi, serta piutang lewat jatuh tempo, dengan Nilai Efektivitas PAP Hasil Bisnis sebesar 84. Pada evaluasi level 5 didapatkan rancangan untuk ROTI untuk perhitungan cost, benefit, hingga faktor isolasi dan tingkat kepercayaan dengan Nilai Efektivitas (Return on Training Investment) ROTI yaitu berkisar 25%–500%. Selain itu, telah dikembangkan dashboard monitoring menggunakan pendekatan SDLC Waterfall yang telah lolos Black-box Testing pada seluruh fitur utama (A1–A5, B1–B2, C1–C4) dan dinyatakan siap untuk diimplementasikan.

PT Semen Indonesia (Persero) Tbk, as the largest cement industry holding company in Indonesia, has the responsibility to implement an effective risk management system. In accordance with government regulations on risk management and the improvement of the Risk Maturity Index within state-owned enterprises (BUMN), the company has set the 2025 Generic Risk Awareness Level KPI as a measurement tool for the risk awareness of Group Head GRC, IA, and RTU. However, the measurement and monitoring of this KPI are still conducted manually, which may lead to data bias and inconsistency. Furthermore, the effectiveness of mobile learning-based training has not been systematically measured. This research aims to design a training evaluation framework and a digital-based monitoring dashboard system to assess the achievement of the Generic Risk Awareness Level KPI. The method used is descriptive qualitative, through literature review analysis, document analysis, in-depth interviews, and direct observation within the company. The research results include a design of training evaluation based on the Kirkpatrick Model levels 1–5. In level 1 evaluation, 11 questions in four main categories were generated, with a Reaction Effectiveness Score (Benchmarking Approach) of 75. In level 2 evaluation, a set of questions, scoring, and effectiveness measurement using N-Gain were developed. In level 3 evaluation, 10 general questions and 4 critical behavior questions were produced, with a Performance Application Pass Rate Effectiveness Score of 75. In level 4 evaluation, five metrics were identified for measurement, namely revenue, transportation costs, raw material usage costs, fuel and energy costs, and overdue receivables, with a Business Results Effectiveness Score of 84. In level 5 evaluation, a design for ROTI calculation was developed, including cost, benefits, isolation factors, and confidence levels, with a Return on Training Investment (ROTI) effectiveness score ranging from 25% to 500%. Additionally, a monitoring dashboard has been developed with SDLC Waterfall approach, passing Black-box Testing for all main features (A1–A5, B1–B2, C1–C4), and is deemed ready for implementation.
