Abstract

Sumber daya sistem informasi (SI) berbasis kapabilitas pembelajaran organisasi, khususnya dalam konteks rumah sakit. Studi dilakukan di RSUD Haji Provinsi Jawa Timur dengan pendekatan kualitatif studi kasus. Data dikumpulkan melalui wawancara mendalam dengan Kepala Instalasi SIMRS dan telaah dokumen internal rumah sakit. Penelitian ini dilatarbelakangi oleh pentingnya integrasi antara pembelajaran organisasi dan pengelolaan portofolio TI, seiring meningkatnya kebutuhan akan budaya pembelajaran, kolaborasi, dan inovasi dalam keberhasilan adopsi TI. Model
yang dikembangkan tidak hanya memberikan kontribusi teoretis dalam mengaitkan manajemen portofolio SI dan kapabilitas pembelajaran, tetapi juga kontribusi praktis sebagai alat bantu evaluasi dan pengambilan keputusan investasi TI yang
lebih strategis dan adaptif. Model portofolio ini memetakan keterkaitan antara orientasi SI dan kontribusinya terhadap empat komponen kapabilitas pembelajaran organisasi: experiment, risk-taking, dialog, dan participative decision making. Setiap sumber daya sistem informasi dalam portofolio diposisikan secara visual berdasarkan orientasi teknologinya dan luas dampaknya terhadap pembelajaran, memungkinkan organisasi menilai keselarasan antara manfaat SI dan dukungannya terhadap pembelajaran organisasi. Dengan demikian, model ini dapat dimanfaatkan sebagai alat bantu analitis dalam menilai kontribusi strategis SI, mengidentifikasi kesenjangan pembelajaran, serta menyusun prioritas pengembangan sistem yang lebih sejalan dengan tujuan organisasi di sektor kesehatan.

An information system (IS) resource model based on organizational learning capability, particularly in the context of hospitals. The study was conducted at RSUD Haji, East Java Province, using a qualitative case study approach. Data were collected through in-depth interviews with the Head of the Hospital Information System Installation (SIMRS) and an analysis of internal hospital documents. This research is motivated by the importance of integrating organizational learning with IT portfolio management, in response to the growing need for a learning culture, collaboration, and innovation in ensuring successful IT adoption. The model developed in this study not only provides a theoretical contribution by linking IS portfolio management with learning capabilities, but also offers practical value as a tool for evaluating and supporting more strategic and adaptive IT investment decisions. The portfolio model maps the relationship between IS orientation and its contribution to four components of organizational learning capability: experimentation, risk-taking, dialogue, and participative decision making. Each information system resource in the portfolio is visually positioned based on its technological orientation and its degree of impact on learning, allowing the organization to assess the alignment between IS benefits and their support for organizational learning. Thus, the model can be utilized as an analytical tool to assess the strategic contribution of IS, identify learning gaps, and establish system development priorities that are more aligned with organizational goals in the healthcare sector.
