Abstract
Keandalan dan keamanan sistem distribusi listrik di Kilang LNG Kalimantan sangat dipengaruhi oleh efektivitas proteksi, salah satunya dengan relay. Dalam beberapa tahun terakhir, telah terjadi beberapa insiden trip pada feeder Community (30-FDR-36/46) yang disebabkan oleh kegagalan proteksi, terutama saat terjadi gangguan pentanahan pada sisi downstream. Hal ini menunjukkan perlunya analisis mendalam terhadap pengaturan eksisting proteksi Ground Fault Relay (GFR) untuk memastikan sistem bekerja secara optimal. Penelitian ini bertujuan untuk menganalisis penyebab kegagalan proteksi, mengevaluasi pengaturan eksisting GFR, dan memberikan rekomendasi perbaikan yang dapat meningkatkan keandalan sistem distribusi. Data penelitian diperoleh dari sistem kelistrikan Kilang LNG Kalimantan. Simulasi dilakukan menggunakan perangkat lunak Electric Transient and Analysis Program (ETAP), dengan fokus pada perhitungan Time Overcurrent (TOC) dan Instantaneous Overcurrent (IOC) untuk memodelkan respons relay terhadap gangguan. Hasil analisis menunjukkan bahwa pengaturan eksisting pada GFR menyebabkan ketidaksesuaian dalam koordinasi proteksi, sehingga relay upstream sering kali bekerja lebih awal dibandingkan relay downstream saat terjadi gangguan. Hal ini berpotensi memperluas dampak gangguan ke area yang lebih luas daripada yang seharusnya. Penelitian ini memberikan rekomendasi perbaikan berupa pengaturan ulang nilai pickup, time dial, dan kurva karakteristik relay yang diharapkan dapat menjadi referensi bagi Kilang LNG Kalimantan dan perusahaan serupa dalam meningkatkan keandalan sistem distribusi listrik.

The reliability and safety of the electrical distribution system at the Kalimantan LNG Plant are significantly influenced by the effectiveness of protection measures, particularly relay systems. In recent years, several trip incidents on the feeder community (30-FDR-36/46) have occurred due to protection failures, especially during grounding faults on the downstream side. This underscores the need for a thorough analysis of the existing Ground Fault Relay (GFR) settings to ensure optimal system performance. This study aims to analyze the causes of protection failures, evaluate the existing GFR settings, and provide recommendations for improvements that enhance the reliability of the distribution system. Data for this research were obtained from the electrical system of the Kalimantan LNG Plant. Simulations were conducted using the Electric Transient and Analysis Program (ETAP), focusing on Time Overcurrent (TOC) and Instantaneous Overcurrent (IOC) calculations to model the relay's response to faults. The analysis reveals that the current GFR settings result in coordination mismatches, causing upstream relays to activate before downstream relays during faults. This issue could escalate the impact of disturbances to a broader area than necessary. Based on the simulation results, this study proposes adjustments to pickup values, time dial settings, and relay characteristic curves to achieve optimal coordination. This research is expected to serve as a reference for the Kalimantan LNG Plant and similar facilities in enhancing the reliability of electrical distribution systems. By implementing improved relay settings, the risk of protection failures can be minimized, enabling safer and more stable plant operations.
