Abstract
Kecamatan Pamekasan merupakan salah satu kecamatan di Kabupaten Pamekasan dengan luas wilayah sebesar 26,47 km². Jumlah penduduknya sekitar 91.160 jiwa. TPS 3R Mitra Patemon merupakan upaya mereduksi sampah di Kecamatan Pamekasan. Pengolahan sampah melalui TPS3R hanya sekitar 24,7% dengan sisanya menjadi residu ke TPA sehingga perlu dilakukan perencanaan ulang pengolah sampah. Tujuan dari perencanaan ini adalah (1) mengevaluasi kondisi eksisting TPS3R Mitra Patemon; (2) menghitung timbulan, komposisi sampah serta kesetimbangan massa sampah di TPS3R; dan (3) merencanakan ulang pengolahan sampah di TPS3R Mitra Patemon secara aspek teknis dan finansial. Perencanaan ini, menggunakan metode yang tercantum dalam SNI-19-3964-1994 untuk menentukan laju timbulan sampah, komposisi, dan densitas. Selanjutnya, dilakukan analisis kesetimbangan massa untuk perencanaan fasilitas pengolahan sampah. Perencanaan ini juga memerlukan analisis kebutuhan tenaga kerja di TPS 3R untuk menghitung biaya operasional, perhitungan Bill Of Quantity (BOQ) dan Rencana Anggaran Biaya (RAB), dan biaya pemeliharaan TPS3R Mitra Patemon, serta potensi pendapatan untuk menentukan kelayakan finansial. Berdasarkan hasil evaluasi, pengolahan sampah di TPS 3R Mitra Patemon perlu peningkatan dalam hal pengurangan sampah di sumber, pengumpulan sampah dan proses pengolahan sampah. Timbulan sampah TPS 3R Mitra Patemon mencapai 0,42 kg/orang.hari dengan densitas sampah sebesar 115,7 kg/m³. Komposisi sampah di dominasi sampah organik biodegradable sebesar 67,8% dan 32,2% sisanya sampah non-biodegradable. Pada akhir tahun perencanaan di tahun 2035, TPS 3R Mitra Patemon dirancang untuk melayani penduduk dengan jumlah 4.014 jiwa. Melalui perencanaan ini mampu mengurangi residu sampah menuju TPA dari 89,98% menjadi 47 %. Dalam perencanaan ini dibutuhkan bantuan dana operasional dari DLH Kabupaten Pamekasan sebesar Rp700.000.000,-/tahun agar perencanaan layak secara finansial dan menguntungkan. Potensi pendapatan TPS 3R sebesar Rp955.778.040,-/tahun dengan biaya operasional dan pemeliharaan sebesar Rp540,526,224.-/tahun.

Pamekasan District is one of the districts in Pamekasan Regency with an area of 26.47 km². The population is around 91,160 people. TPS 3R Mitra Patemon is an effort to reduce solid waste in Pamekasan District. Its management through TPS 3R is only around 24,7% with the rest becoming residue to the TPA so that it is necessary to re-plan solid waste processors. The purpose of this planning is (1) to evaluate the existing condition of TPS 3R Mitra Patemon; (2) to calculate the generation, composition and mass balance of solid waste in TPS 3R; and (3) to redesign solid waste processing in TPS3R Mitra Patemon from a technical and financial perspective. This planning used the method listed in SNI-19-3964-1994 to determine the rate of solid waste generation, composition, and density. Furthermore, a mass balance analysis was carried out for planning waste processing facilities. This planning also required an analysis of labor requirements at TPS 3R to calculate operational costs, Bill of Quantity (BOQ) calculations and budget plan, and maintenance costs for TPS 3R Mitra Patemon, as well as potential income to determine financial feasibility. Based on the evaluation results, solid waste processing at TPS 3R Mitra Patemon needed to be improved in terms of solid waste reduction at the source, collection, and solid waste processing. Solid waste generation at TPS 3R Mitra Patemon reached 0.42 kg/person/day with a density of 115.7 kg/m³. The composition was dominated by biodegradable organic solid waste at 67.8%, and the remaining 32.2% was non-biodegradable waste. At the end of the planning year in 2035, TPS 3R Mitra Patemon was designed to serve a population with a total of 4,014 people. Through this planning, it was possible to reduce residue to landfill from 89.98% to 47%. In this planning, operational funds were needed from the Pamekasan Regency Environment Agency of Rp700,000,000.-/year so that the planning was financially feasible and profitable. The potential income of TPS 3R was Rp955,778,040.-/year with operational and maintenance costs of Rp540,526,224.-/year.
