Abstract

Permasalahan sampah di perkotaan terus meningkat seiring dengan pertumbuhan populasi dan aktivitas ekonomi masyarakat. Kota Surabaya, sebagai kota dengan jumlah
timbulan sampah terbesar di Provinsi Jawa Timur, telah menerapkan berbagai strategi pengelolaan sampah, salah satunya melalui Tempat Pengolahan Sampah berbasis 3R (TPS 3R). TPS 3R Super Depo Sutorejo menjadi salah satu fasilitas yang berperan dalam pengurangan timbulan sampah dengan menerapkan prinsip reduce, reuse, dan recycle. Namun, kegiatan operasional serta proses pengolahan sampah di TPS 3R juga berpotensi menghasilkan emisi gas rumah kaca (GRK) yang perlu dihitung guna mengetahui dampaknya terhadap lingkungan. Penelitian ini bertujuan untuk mengidentifikasi sumber emisi gas rumah kaca di TPS 3R Super Depo Sutorejo, menghitung nilai beban emisi gas rumah kaca yang dihasilkan berdasarkan sumber emisi, serta menghitung besar potensi reduksi emisi gas rumah kaca. Metode yang digunakan dalam penelitian ini adalah inventarisasi emisi gas rumah kaca berdasarkan pedoman IPCC 2006. Data primer diperoleh melalui observasi langsung terhadap proses pengolahan sampah, pencatatan jenis dan jumlah mesin operasional, konsumsi bahan bakar dan listrik, serta sampah masuk yang dikelola. Sementara itu, data sekunder diperoleh dari Sistem Informasi Pengelolaan Sampah Nasional serta sumber terkait lainnya yang relevan. Hasil dari penelitian ini, yaitu terdapat empat sumber emisi GRK utama, yaitu berdasarkan penggunaan bahan bakar minyak, penggunaan energi listrik, penimbunan sampah yang masuk di TPA, dan pengomposan. Berdasarkan hasil perhitungan emisi GRK, diperoleh bahwa emisi dari bahan bakar mencapai sebesar 13,662 ton CO2e/tahun. Emisi GRK dari penggunaan energi listrik didapatkan sebesar 38,359 ton CO2e/tahun. Emisi GRK yang dihasilkan dari penimbunan sampah dihitung untuk kondisi tanpa pengolahan, pengolahan eksisting, dan optimalisasi pengolahan didapatkan nilai emisi GRK berturut-turut adalah sebesar 4.670,70 ton CO2e/tahun, 2.990,87 ton CO2e/tahun, dan 1.461,81 ton CO2e/tahun. Terakhir, untuk emisi GRK yang dihasilkan oleh aktivitas pengomposan adalah sebesar 153,819 ton CO2e/tahun. Potensi reduksi emisi GRK didapatkan nilai untuk reduksi dari pengolahan eksisting dan pengolahan yang ditingkatkan berturut-turut dapat menurunkan emisi GRK sebesar 1.526,01 ton CO2e dan 3.055,07 ton CO2e, serta untuk persentase reduksi emisi gas rumah kaca berturut turut adalah 33% dan 65%.

Urban waste management issues continue to escalate in line with population growth and increasing economic activities. Surabaya, as the city with the highest waste generation in East Java Province, has implemented various waste management strategies, one of which is through the establishment of 3R-based Municipal Recovery Facility. Super Depo Sutorejo serves as one of the facilities contributing to waste reduction by applying the principles of reduce, reuse, and recycle. However, the operational activities and waste processing at TPS 3R also have the potential to generate greenhouse gas (GHG) emissions, which need to be quantified to assess their environmental impact. This study aims to identify the sources of greenhouse gas (GHG) emissions at the 3R Municipal Recovery Facility (MRF) Super Depo Sutorejo, calculate the GHG emission load based on each emission source, and determine the potential for emission reduction. The method used in this research is greenhouse gas emission inventory based on the 2006 IPCC Guidelines. Primary data were obtained through direct observation of the waste processing activities, recording the types and quantities of operational machinery, fuel and electricity consumption, as well as the volume of incoming waste being processed. Meanwhile, secondary data were gathered from the National Waste Management Information System and other relevant sources. The findings of this study conclude that there are four main sources of GHG emissions, namely from fuel consumption, electricity use, landfill disposal of unmanaged waste, and composting. Based on the GHG emission calculations, emissions from fuel use were found to be 13.662 tons CO₂e/year. GHG emissions from electricity consumption amounted to 38.359 tons CO₂e/year. GHG emissions from landfill disposal, calculated under three conditions, such as no treatment, existing treatment, and improved treatment were 4,670.70 tons CO₂e/year, 2,990.87 tons CO₂e/year, and 1,461.81 tons CO₂e/year respectively. Lastly, GHG emissions from composting activities were calculated at 153.819 tons CO₂e/year. The potential for GHG emission reductions from existing and improved treatment scenarios were 1,526.01 tons CO₂e and 3,055,07 tons CO₂e respectively, with GHG emissions reduction percentages of 33% and 65% accordingly.
