Abstract
Penelitian ini menganalisis dampak integrasi pembangkit listrik tenaga surya (PLTS) dan sistem penyimpanan energi baterai (Battery Energy Storage System/BESS) terhadap stabilitas frekuensi sistem tenaga listrik di Provinsi Kalimantan Barat, dengan mengacu pada Rencana Usaha Penyediaan Tenaga Listrik (RUPTL) 2021–2030. Sistem kelistrikan Kalimantan Barat yang masih dominan menggunakan pembangkit konvensional seperti PLTD dan PLTU menghadapi tantangan serius dalam hal fleksibilitas dan keberlanjutan. Oleh karena itu, implementasi PLTS dan BESS pada tahun 2027 menjadi strategi penting untuk diversifikasi energi dan dekarbonisasi sistem tenaga. Metodologi yang digunakan dalam studi ini mencakup pemodelan sistem eksisting menggunakan perangkat lunak DIgSILENT PowerFactory 2021 dan validasi melalui data sistem PLN. Simulasi skenario dilakukan pada kondisi beban puncak siang dan malam untuk mengevaluasi respons frekuensi terhadap berbagai gangguan, baik sebelum maupun sesudah penambahan PLTS dan BESS. Hasil analisis menunjukkan bahwa penetrasi PLTS meningkatkan risiko fluktuasi frekuensi akibat rendahnya inersia sistem. Namun, dengan pengintegrasian BESS, fluktuasi tersebut dapat diminimalkan secara signifikan. BESS terbukti mampu menyediakan respons daya cepat untuk menstabilkan sistem dalam kondisi gangguan. Strategi penguatan sistem melalui peningkatan cadangan daya, respons primer dan sekunder, serta pengaturan kurva beban juga direkomendasikan. Studi ini memberikan kontribusi penting dalam mendukung pengambilan keputusan teknis dan kebijakan untuk memastikan keandalan dan keberlanjutan sistem tenaga di Kalimantan Barat, serta mendukung pencapaian target bauran energi terbarukan nasional.

This study analyzes the impact of the integration of solar power plants (PLTS) and battery energy storage systems (BESS) on the frequency stability of the electric power system in West Kalimantan Province, with reference to the 2021–2030 Electricity Supply Business Plan (RUPTL). The West Kalimantan electricity system, which is still dominated by conventional generators such as PLTD and PLTU, faces serious challenges in terms of flexibility and sustainability. Therefore, the implementation of PLTS and BESS in 2027 is an important strategy for energy diversification and decarbonization of the power system. The methodology used in this study includes modeling the existing system using DIgSILENT PowerFactory 2021 software and validation through PLN system data. Scenario simulations were carried out under peak load conditions during the day and night to evaluate the frequency response to various disturbances, both before and after the addition of PLTS and BESS. The results of the analysis show that PLTS penetration increases the risk of frequency fluctuations due to low system inertia. However, with the integration of BESS, these fluctuations can be significantly minimized. BESS is proven to be able to provide fast power response to stabilize the system under disturbance conditions. System strengthening strategies through increasing power reserves, primary and secondary responses, and load curve regulation are also recommended. This study provides important contributions in supporting technical and policy decision-making to ensure the reliability and sustainability of the power system in West Kalimantan, as well as supporting the achievement of the national renewable energy mix target.
