Abstract

Sistem tenaga listrik yang handal harus mampu menjaga kestabilan dan keberlanjutan operasinya melalui koordinasi rele pengaman yang baik. Kestabilan merupakan kemampuan sistem yang menjadi faktor penting dalam mempertahankan sistem untuk tetap stabil. Ketika gangguan, peralatan pengaman yaitu rele dapat mendeteksi adanya gangguan kemudian memberi perintah Circuit Breaker (CB) agar segera memutus arus listrik dengan waktu yang singkat. Namun, masih tidak cukup untuk menjaga kestabilan sistem kembali seperti kondisi awal. Oleh sebab itu, diperlukan analisis kestabilan transien mempertimbangkan nilai Critical Clearing Time (CCT). CCT merupakan waktu pemutusan kritis yang diizinkan memutus gangguan. Jika sistem tidak berhasil memutus gangguan sebelum CCT tercapai, maka terjadinya ketidakstabilan. Gangguan yang diberikan gangguan hubung singkat tiga fasa di bus yang terpilih. Sistem kelistrikan pada PT. Pertamina RU (VI) Balongan sudah terdapat setting waktu rele pengaman tetapi masih belum mempertimbangkan nilai CCT. Metode yang digunakan adalah Time Domain Simulation (TDS) dengan melihat respon sudut rotor dan frekuensi. Nilai CCT yang diperoleh akan dibandingkan dengan setting waktu rele pengaman eksisting PT. Pertamina RU VI Balongan untuk menentukan apakah rele sudah bekerja dibawah nilai CCT. Dari simulasi dan analisis yang telah dilakukan, ditemukan satu bus yang membutuhkan rekomendasi perbaikan karena setting waktu rele bekerja diatas nilai CCT. Oleh karena itu, CCT yang tidak aman dilakukan rekomendasi perbaikan yaitu penambahan rele diferensial dengan memutus gangguan dengan cepat dalam waktu 1-3 cycle agar kestabilan sistem tetap terjaga.

A reliable electric power system must be able to maintain the stability and continuity of its operation through good coordination of protection relays. Stability is the ability of the system which is an important factor in maintaining the system to remain stable. When a disturbance occurs, the protection equipment, namely the relay, can detect the disturbance and then give a command to the Circuit Breaker (CB) to immediately cut off the electric current in a short time. However, it is still not enough to maintain the stability of the system back to its initial condition. Therefore, a transient stability analysis is needed considering the Critical Clearing Time (CCT) value. CCT is the critical disconnection time that is allowed to break the disturbance. If the system fails to break the disturbance before CCT is reached, instability will occur. The disturbance given is a three-phase short circuit disturbance on the selected bus. The electrical system at PT. Pertamina RU (VI) Balongan already has a safety relay time setting but still does not consider the CCT value. The method used is Time Domain Simulation (TDS) by looking at the rotor angle response and frequency. The CCT value obtained will be compared with the existing safety relay time setting of PT. Pertamina RU VI Balongan to determine whether the relay has worked below the CCT value. From the simulation and analysis that has been done, one bus was found that needed a repair recommendation because the relay time setting worked above the CCT value. Therefore, the unsafe CCT was recommended for repair, namely the addition of a differential relay by quickly disconnecting the disturbance within 1-3 cycles so that system stability is maintained.
