Abstract
Banjir merupakan salah satu bencana alam yang sering terjadi di Kota Surabaya. Bencana banjir sering terjadi saat Indonesia mengalami musim hujan. Pada tanggal 24 Desember 2024, terjadi banjir di Kota Surabaya bagian Selatan dan 16 titik lainnya, salah satunya Kelurahan Semolowowaru, yang disebabkan oleh hujan deras dari waktu sore hingga malam (Widiyana, 2024). Setiap daerah memiliki karakteristik bencana banjir yang berbeda-beda. Banjir di Kota Surabaya terjadi akibat kondisi topografi yang cenderung landai, perubahan penggunaan lahan, serta sistem aliran air yang kurang optimal. Penelitian ini bertujuan untuk memetakan daerah rawan banjir di Kota Surabaya menggunakan metode Analytical Hierarchy Process (AHP) menggunakan parameter aspek fisik, yaitu jenis tanah, curah hujan, kemiringan lereng, jarak dari sungai, genangan banjir, dan tutupan lahan. Genangan banjir diidentifikasi dengan memanfaatkan indeks MNDWI. Hasil dari penelitian ini, curah hujan memiliki bobot paling besar yaitu 54,2%, kemudian tutupan lahan dengan bobot 21,9%, jarak dari sungai 10,1%, genangan banjir 6,1%, jenis tanah 5,2%, dan kemiringan lereng 2,6%. Kota Surabaya yang termasuk dalam kategori kerawanan rendah yaitu sebesar 4,61 hektar atau 0,01% dari luas keseluruhan, kerawanan sedang sebesar 10550,40 hektar atau 31,40% dari luas keseluruhan, dan kategori kerawanan tinggi sebesar 23040,80 hektar atau 68,58% dari luas keseluruhan. Berdasarkan perbandingan visualisasi dengan peta BPBD Kota Surabaya, diperoleh nilai overall accuracy sebesar 58,07%. Perbedaan tersebut dapat dipengaruhi oleh adanya perbedaan metode dan parameter yang digunakan.

Flooding is one of the natural disasters that often occurs in Surabaya City. Floods often occur when Indonesia experiences the rainy season. On December 24, 2024, flooding occurred in the southern part of Surabaya City and 16 other points, one of which was Semolowowaru Village, which was caused by heavy rain from afternoon to night (Widiyana, 2024). Each region has different flood disaster characteristics. Flooding in Surabaya City occurs due to sloping topographic conditions, changes in land use, and a less than optimal water flow system. This research aims to map flood-prone areas in Surabaya City using the Analytical Hierarchy Process (AHP) method using physical aspect parameters, namely soil type, rainfall, slope, distance from river, flood inundation, and land cover. Flood inundation was identified by utilizing the MNDWI index. As a result of this research, rainfall has the most weight at 54.2%, then land cover with a weight of 21.9%, distance from the river 10.1%, flood inundation 6.1%, soil type 5.2%, and slope 2.6%. Surabaya City which is included in the low vulnerability category is 4.61 hectares or 0.01% of the total area, medium vulnerability is 10550.40 hectares or 31.40% of the total area, and the high vulnerability category is 23040.80 hectares or 68.58% of the total area. Based on the comparison of visualization with the BPBD map of Surabaya City, an overall accuracy value of 58.07% was obtained. The difference can be influenced by the different methods and parameters used.
