Abstract
Keberadaan limbah elektronik memicu pergerakan lintas batas dengan melakukan kegiatan ekspor impor atau memperdagangkan limbah ke negara lain. Kurangnya pengetahuan terkait aliran pengelolaan limbah elektronik menyebabkan dampak buruk terhadap lingkungan. Oleh karena itu, pengelolaan limbah elektronik memerlukan pendekatan yang sistematis dengan menggunakan metode Material Flow Analysis (MFA). Batasan geografis MFA yaitu di Kecamatan Genteng, Kota Surabaya. Jenis limbah elektronik yang dikaji dalam penelitian ini yaitu berbasis baterai. Penelitian ini dilakukan bertujuan untuk mengkaji aliran masuk dan keluar perdagangan limbah elektronik berbasis baterai di Indonesia berdasarkan ekspor dan impor, mengkaji pengelolaan dan alur material (material flow) limbah elektronik berbasis baterai di Kecamatan Genteng, serta mengkaji partisipasi masyarakat dalam pengelolaan limbah elektronik berbasis baterai di Kecamatan Genteng.
Penelitian ini berfokus pada dua aspek yaitu aspek teknis untuk menentukan aliran limbah elektronik berbasis baterai dan aspek keterlibatan masyarakat yang berfokus pada kondisi dan tingkat pengetahuan serta perilaku masyarakat dalam pengelolaan limbah elektronik berbasis baterai. Metode pengumpulan data yang digunakan yaitu dengan studi literatur dan membagikan kuesioner menggunakan teknik stratified random sampling dan snowball sampling. Jumlah responden rumah tangga yaitu 200 responden, sedangkan jumlah responden untuk sektor informal yaitu 20 responden.
Hasil yang didapatkan dari penelitian ini yaitu aliran kode HS 85492100 dengan ekspor sebesar 524,6 kg dan impor 6.289 kg pada rentang tahun 2022 hingga 2024. Kegiatan ekspor dan impor dilaksanakan melalui pelabuhan dan bandara. Potensi timbulan limbah elektronik di Kecamatan Genteng sebesar 42.485,44 kg/tahun. Jenis pengelolaan limbah yang dilakukan oleh rumah tangga yaitu 40% disimpan, 14% diperbaiki, 23% dijual, 2% donasi, dan 21% dibuang. Sektor informal yang terlibat dalam pengelolaan limbah elektronik yaitu pengepul 1, pengepul 2, jasa perbaikan, dan pasar barang bekas. Tingkat kesejahteraan tidak memengaruhi partisipasi masyarakat dalam pengelolaan limbah elektronik. Terdapat hubungan antara faktor usia dengan partisipasi masyarakat, sedangkan faktor jenis kelamin dengan partisipasi masyarakat tidak ada hubungan.

The presence of e-waste triggers cross-border movement by conducting import-export activities or trading waste to other countries. Lack of knowledge regarding the flow of e-waste management causes adverse impacts on the environment. Therefore, e-waste management requires a systematic approach using the Material Flow Analysis (MFA) method. The geographical boundary of MFA is in Genteng Sub-district, Surabaya City. The type of e-waste studied in this research is battery-based. This research was conducted with the aim of study the inflow and outflow of battery-based e-waste trade in Indonesia based on export and imports, study the management and material flow of battery-based e-waste in Genteng Sub-district, and study community participation in the management of battery-based e-waste in Genteng Sub-district.
This research focused on two aspects, namely technical aspect to determine the flow of battery-based e-waste and the community involvement aspect which focused on the condition and level of knowledge and behavior of the community in the management of battery-based e-waste. The data collection method used was by literature study and distributing questionnaires using stratified random sampling and snowball sampling techniques. The number of household sample was 200 respondents, while that of the informal sector was 20 respondents.
The results showed the flow of HS code 85492100 with exports of 524,6 kg and imports of 6.289 kg in the range of 2022 to 2024. Export and import activities were carried out through ports and airports. The potential for electronic waste generation in Genteng Sub-district was 42.485,44 kg/year. The types of waste management carried out by households were 40% stored, 14% repaired, 23% sold, 2% donated, and 21% disposed of. The informal sector involved in e-waste management were collectors 1, collectors 2, repair services, and second-hand markets. Welfare level does not affect community participation in e-waste management. There was a relationship between age and community participation, while there was no relationship between gender and community participation.
