Abstract

Dalam pengelolaan material di PLN UP3 Binjai saat ini belum ada metode baku yang digunakan dalam meramalkan permintaan maupun membuat kebijakan perencanaan materialnya.. Penelitian terdahulu terkait dari peramalan hingga penentuan kebijakan material belum banyak dilakukan khususnya di lingkup PT PLN (Persero), sehingga perlu dilakukannya penelitian untuk mengetahui bagaimana perencanaan kebutuhan yang memberikan kondisi optimal.Dari penelitian yang dilakukan peramalan dilakukan dengan 3 metode : Single Exponential Smoothing (SES) , Moving Average (MA-3) kedua metode ini digunakan untuk material dengan pola permintaan kategori continuous (fastmoving) sedangkat metode Croston (CR) dan Syntetos Boylan Approximation (SBA) digunakan untuk material dengan pola permintaan intermittent. Dalam melakukan analisa pemilihan kebijakan material dihitung dengan metode Min-max lalu dilakukan simulasi dengan metode monte carlo dan pembangkitan bilangan acak dengan Minitab 21. Dari hasil peramalan yang dilakukan terhadap pola data continuous peramalan metode SES memberikan hasil yang lebih baik daripada MA-3 (6 dari 10 material fastmoving) sedangkan material dengan pola intermittent metode CR memberikan hasil yang lebih baik. Dari hasil simulasi yang dilakukan material 2190224, 3250047, 3250049, 3250051, 3250053, 3250055, dan 3250057 lebih optimal menggunakan kebijakan Min-max yang telah dihitung. Dari penelitian ini diharapkan dapat menjadi refrensi dan evaluasi dalam penentuan kebijakan material distribusi utama (MDU) dikemudian hari, khususnya di UP3 Binjai

Currently, material management at PLN UP3 Binjai lacks a standardized approach for demand forecasting and the development of material planning policies. Previous studies on forecasting methods and policy setting have not been extensively explored within the context of PLN (Persero) UP3 Binjai, highlighting the need for research to establish optimal requirements and strategies. This study employed four forecasting techniques: Single Exponential Smoothing (SES), Moving Average (MA-3), Croston (CR), and Syntetos-Boylan Approximation (SBA). SES and MA-3 were applied to materials exhibiting continuous demand patterns (fast-moving), while CR and SBA were used for materials with intermittent demand patterns. The Min-Max method was utilized to analyse and select appropriate material policies, followed by simulation via the Monte Carlo method with random number generation implemented in Minitab 21. The forecasting results indicated that SES outperformed MA-3 in predicting demand for continuous materials. For intermittent demand, the CR approach yielded the most accurate outcomes. The simulation identified that materials with codes 2190224, 3250047, 3250049, 3250051, 3250053, 3250055, and 3250057 are best managed through the Min-Max approach. This research is expected to serve as a reference and framework for establishing primary distribution material policies (MDU) moving forward, particularly at PLN UP3 Binjai
