Abstract

Kabupaten Jember merupakan salah satu kabupaten yang berada pada bagian selatan pulau jawa yang berdekatan dengan zona subduksi bawah laut berpotensi tsunami megathrust, total 6 Kecamatan wilayah pesisir Kabupaten Jember yang memiliki status sebagai kawasan rawan bencana tsunami dan memliki ketergantungan yang tinggi terhadap resiliensi kawasan pesisir. Penelitian ini bertujuan merumuskan strategi berkelanjutan terkait mitigasi terhadap kemungkinan bencana tsunami megathrust dengan menggunakan metode keberlanjutan antar aktor menggunakan MICMAC, MACTOR, dan Mutipol untuk mengetahui aksi mitigasi strategis, urgensitas aktor, dan strategi berdasarkan kebijakan dan skenario dalam pengambilan keputusan berdasarkan kriteria resiliensi berkelanjutan. Hasil penelitian menunjukkan strategi Peningkatan Resiliensi dan Menjaga Stabilitas Sebelum Terjadi Bencana Tsunami Megathrust dengan skenario Resilience as Stability sebagai strategi dalam menghadapi kemungkinan bencana tsunami megathrust berdasarkan peran aktor penting di pesisir Kabupaten Jember dengan kolaborasi antar aktor dan peran antar aktor sebagai aktor teknis, aktor kebijakan dan fasilitator, objek mitigasi, aktor pakar dan riset dalam mitigasi resiliensi, dan aktor penyebaran informasi pada kemungkinan bencana tsunami megathrust secara berkelanjutan.

Jember Regency, located in the southern part of Java Island, lies adjacent to an active underwater subduction zone with high potential for a megathrust tsunami. Six coastal sub-districts in Jember are officially designated as tsunami-prone areas. This study aims to formulate a sustainable resilience strategy for mitigating potential megathrust tsunami disasters by employing actor-oriented sustainability methods, including MICMAC, MACTOR, and Multipol analysis, to identify strategic mitigation actions, actor urgency, and policy-based decision-making scenarios. The findings reveal that "Resilience as Stability" is the optimal strategy scenario for addressing potential megathrust tsunami threats, emphasizing the critical roles of key actors in Jember’s coastal region. The study highlights the importance of inter-actor collaboration, categorizing actors into technical actors (disaster response experts), policy actors and facilitators (government/institutional stakeholders), mitigation targets (affected communities), research and academic actors (scientists and analysts), and information dissemination actors (media and public awareness campaigns). This actor-based framework supports a sustainable, multi-stakeholder approach to enhancing resilience against future megathrust tsunami risks.
