Abstract

Pembangkit Listrik Tenaga Uap (PLTU) berbahan bakar batu bara, atau yang dikenal sebagai Coal Fired Power Plant (CFPP) mendominasi komposisi pembangkit listrik dalam sistem ketenagalistrikan di Indonesia, khususnya di sistem Jawa-Bali. PLTU sendiri berkontribusi signifikan terhadap emisi karbon yang berdampak langsung terhadap perubahan iklim. Permasalahan harga batu bara yang dihadapi saat ini juga menambah kompleksitas permasalahan. Transisi energi merupakan salah satu langkah yang dicanangkan secara global untuk mengatasi masalah perubahan iklim. Salah satu program yang dirancang untuk mencapai transisi energi adalah dengan melakukan early retirement (pensiun dini) PLTU. Program ini sejalan dengan transisi energi dan merupakan salah satu program pemerintah Indonesia untuk mencapai Net Zero Emission (NZE) di tahun 2060. Evaluasi awal dilakukan terhadap 30 PLTU yang tersambung di sistem Jawa-Bali untuk menentukan kandidat alternatif yang akan dipilih menjadi prioritas untuk early retirement. Penentuan urutan prioritas PLTU early retirement dilakukan dengan menggunakan metode Fuzzy-Analytical Hierarchy Process (FAHP) dengan melakukan penilaian tingkat kepentingan antar kriteria, berdasarkan survei dengan responden tenaga ahli di internal perusahaan untuk mendapatkan bobot tiap kriteria. Kriteria yang digunakan dalam penelitian ini merujuk pada Peraturan Presiden Nomor 112 Tahun 2022 tentang Percepatan Pengembangan Energi Terbarukan Untuk Penyediaan Tenaga Listrik. Bobot kriteria kemudian digunakan untuk menentukan urutan prioritas alternatif PLTU early retirement. Urutan prioritas yang didapatkan kemudian disimulasikan dengan aplikasi operasi sistem untuk melihat dampak keputusan terhadap sistem kelistrikan Jawa-Bali. Hasil penelitian menunjukkan PLTU Alternatif 1 sebagai urutan prioritas pertama dengan kriteria Nilai Tambah Ekonomi merupakan kriteria dengan bobot terbesar dalam penentuan keputusan.

Coal-fired Steam Power Plants (PLTU) or known as Coal Fired Power Plants (CFPP), dominate the composition of power plants in the electricity system in Indonesia, especially in the Java-Bali system. Coal-fired power plants themselves contribute significantly to carbon emissions that have a direct impact on climate change. The current coal price problem also adds to the complexity of the problem. The energy transition is one of the steps launched globally to address the problem of climate change. One of the programs designed to achieve energy transition is to carry out early retirement of coal-fired power plants. This program is in line with the energy transition and is one of the Indonesian government's programs to achieve Net Zero Emission (NZE) by 2060. An initial evaluation was carried out on 30 coal-fired power plants connected in the Java-Bali system to determine alternative candidates to be selected as priorities for early retirement. The determination of the priority order of early retirement coal-fired power plants is carried out using the Fuzzy-Analytical Hierarchy Process (FAHP) method by assessing the level of importance between criteria, based on a survey with respondents from experts within the company to get the weight of each criterion. The criteria used in this study refer to Presidential Regulation Number 112 of 2022 concerning the Acceleration of Renewable Energy Development for the Provision of Electricity. The weight of the criteria is then used to determine the order of priority alternatives for early retirement coal-fired power plants. The priority order obtained was then simulated with the application of system operations to see the impact of decisions on the Java-Bali electricity system. The results of the study show that Alternative PLTU 1 is the first priority sequence followed by the Economic Added Value criterion as the criterion with the greatest weight in determining decisions.
