Abstract
Pengelolaan sampah skala kota di Indonesia masih banyak menghadapi tantangan, seperti tingginya volume sampah yang tidak terkelola dan dominasi pola pengelolaan konvensional berbasis kumpul-angkut-buang menyebabkan Tempat Pembuangan Akhir (TPA) cepat penuh dan menimbulkan masalah lingkungan. Kabupaten Banyumas menjadi salah satu contoh sukses dengan inovasi pengelolaan sampah berbasis teknologi Refused Derived Fuel (RDF), yang tidak hanya mengurangi sampah secara signifikan tetapi juga menciptakan nilai ekonomi melalui ekonomi sirkular. Keberhasilan ini memunculkan kebutuhan untuk melakukan kajian akademis terkait transformasi kebijakan dan strategi keberlanjutan yang diterapkan. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus di Kabupaten Banyumas. Teknik pengumpulan data meliputi observasi, wawancara mendalam, dan analisis dokumen serta data keuangan. Data dianalisis secara deskriptif-analitis dengan fokus pada aspek kebijakan, pembiayaan, dan kelembagaan. Untuk memperjelas model inovasi pengelolaan sampah, digunakan kerangka Business Model Canvas (BMC) guna memetakan elemen-elemen kunci dari keberhasilan transformasi kebijakan pengelolaan sampah berbasis RDF. Penelitian menemukan bahwa transformasi pengelolaan sampah di Banyumas dilakukan secara bertahap melalui inovasi layanan publik, optimalisasi kelembagaan, model pembiayaan yang beragam, serta penerapan teknologi RDF yang adaptif. Rekomendasi utama dari penelitian ini adalah mendorong replikasi model Banyumas di daerah lain dengan mempertimbangkan karakteristik lokal, memperkuat partisipasi masyarakat, memperjelas aspek regulasi, serta mengembangkan sistem insentif untuk menjaga keberlanjutan pengelolaan sampah berbasis teknologi terbarukan.

Municipal waste management in Indonesia continues to face numerous challenges, such as the high volume of unmanaged waste and the predominance of conventional management models based on collect-transport-disposal, which leads to the rapid filling of final disposal sites (TPAs) and causes environmental problems. Banyumas Regency is one of the successful examples of waste management innovation based on refuse-derived fuel (RDF) technology, which not only significantly reduces waste but also creates economic value through a circular economy. This success has led to the need for academic studies on the transformation of policies and implemented sustainability strategies. This research uses a qualitative approach with a case study method in Banyumas Regency. Data collection techniques include observation, in-depth interviews, and analysis of documents and financial data. The data were analyzed descriptively and analytically, focusing on political, financial, and institutional aspects. To clarify the waste management innovation model, the Business Model Canvas (BMC) framework is used to map the key elements of a successful waste management policy transformation based on renewable energy. The study revealed that the transformation of waste management in Banyumas was achieved gradually through innovation in public services, institutional optimization, various financing models, and the application of adaptive renewable energy technology. The main recommendation of this study is to encourage the replication of the Banyumas model in other regions by taking into account local characteristics, strengthening community participation, clarifying regulatory aspects, and developing an incentive system to maintain the sustainability of waste management based on renewable technologies.
