Abstract

Desa Meninjo, Kecamatan Ranuyoso, Kabupaten Lumajang, merupakan salah satu wilayah yang mengalami krisis air bersih, sebagaimana tercantum dalam Surat Keputusan Bupati Lumajang Nomor 264 Tahun 2023. Permasalahan ini dipicu oleh sulitnya akses terhadap air tanah, jarak yang jauh dari sumber air permukaan, serta pasokan PDAM yang tidak stabil. Akibatnya, masyarakat setempat bergantung pada air dari truk tangki dengan harga tinggi, yakni sebesar Rp. 30.000/m3 terutama saat musim kemarau. Penelitian ini bertujuan untuk menganalisis potensi dan efisiensi sistem rainwater harvesting (RWH), merencanakan sistem tersebut sesuai kebutuhan masyarakat, serta menghitung Bill of Quantity (BOQ) dan Rencana Anggaran Biaya (RAB) sebagai dasar implementasi. Hasil analisis menunjukkan bahwa Desa Meninjo memiliki curah hujan tinggi (±2.800 mm/tahun), topografi yang mendukung, dan lahan yang memadai, menjadikannya sangat potensial untuk penerapan sistem RWH. Sistem yang dirancang meliputi komponen penangkap air hujan, saluran talang, penyaring awal (first flush), dan embung berlapis geomembran serta pasangan batu sebagai media penyimpanan utama. Penerapan sistem ini diperkirakan mampu memenuhi kebutuhan air bersih masyarakat hingga 100% pada musim kemarau. Estimasi total biaya pembangunan adalah Rp13.180.817.381 dengan hasil analisis kelayakan finansial yang menunjukkan nilai NPV positif, B/C ratio sebesar 2,0, IRR sebesar 15%, dan periode payback selama 7,3 tahun. Dengan IRR yang lebih tinggi dari discount rate (10,25%), sistem ini dinyatakan layak dan menguntungkan secara finansial. Penelitian ini menyimpulkan bahwa sistem rainwater harvesting di Des4 a Meninjo merupakan solusi berkelanjutan, efisien, dan layak untuk mengatasi krisis air bersih sekaligus mendukung ketahanan air masyarakat.

Meninjo Village, Ranuyoso Subdistrict, Lumajang Regency, is one of the regions experiencing a clean water crisis, as stated in the Decree of the Regent of Lumajang Number 264 of 2023. This issue arises from limited access to groundwater, long distances from surface water sources, and an unstable PDAM (regional water company) supply. As a result, residents rely on costly water deliveries from tank trucks, priced at IDR 30,000 per cubic meter, especially during the dry season. This study aims to analyze the potential and efficiency of a rainwater harvesting (RWH) system, design the system according to community needs, and calculate the Bill of Quantity (BOQ) and Budget Plan (RAB) as the basis for implementation. The analysis shows that Meninjo Village has high rainfall (±2,800 mm/year), supportive topography, and adequate land availability, making it highly suitable for the implementation of an RWH system. The designed system includes rainwater catchment components, gutter channels, a first flush filter, and a geomembrane-lined reservoir (embung) reinforced with stone masonry as the main water storage. The implementation of this system is estimated to meet up to 100% of the community’s clean water needs during the dry season. The estimated total construction cost is IDR 13,180,817,381. The financial feasibility analysis yielded a positive Net Present Value (NPV), a Benefit-Cost (B/C) ratio of 2.0, an Internal Rate of Return (IRR) of 15%, and a payback period of 7.3 years. With an IRR higher than the discount rate (10.25%), the system is deemed financially feasible and profitable. This study concludes that the rainwater harvesting system in Meninjo Village offers a sustainable, efficient, and viable solution to address the clean water crisis while also enhancing the community's water security.
