Abstract

Pada studi ini dilakukan analisis volume lalu lintas yang melewati jalan eksisting dan jalan rencana (flyover) melalui trip assignment dengan metode all or nothing dengan pendekatan proporsional dan forecasting jumlah kendaraan pada tahun mendatang. Kemudian, kondisi lalu lintas dapat dianalisis dengan melakukan perbandingan antara derajat kejenuhan rata-rata (ruas jalan serta simpang) dan tundaan simpang eksisting dengan jalan rencana (flyover). Berikutnya, dilakukan perhitungan penghematan biaya operasional kendaraan (BOK) serta nilai waktu. Adapun analisis kelayakan proyek dari segi ekonomi dilakukan melalui perhitungan benefit cost ratio (BCR) dan net present value (NPV) sebagai parameter kelayakan. Berdasarkan hasil perhitungan, kondisi lalu lintas eksisting memiliki derajat kejenuhan rata-rata ruas jalan sebesar 0,35, derajat kejenuhan rata-rata simpang sebesar 2,20, dan tundaan rata-rata simpang sebesar 22,88 detik/smp. Pada rencana flyover alternatif 1, nilai-nilai tersebut turun menjadi 0,26; 0,67; dan 1,88 detik/smp, sedangkan alternatif 2 menjadi 0,31; 0,77; dan 1,79 detik/smp. Penghematan biaya operasional kendaraan (BOK) pada alternatif 1 dan 2 masing-masing sebesar Rp11.458.333.792.569 dan Rp11.900.408.398.502, dengan penghematan nilai waktu sebesar Rp961.322.641.782 dan Rp1.198.251.118.296. Nilai benefit cost ratio (BCR) pada alternatif 1 dan 2 masing-masing sebesar 14,21 dan 10,68, dengan net present value (NPV) sebesar Rp11.545.589.577.387 dan Rp11.872.502.999.002. Kedua alternatif layak secara ekonomi, tetapi alternatif 1 dipilih karena memiliki nilai BCR yang lebih tinggi.

This study analyzes traffic volume passing through the existing road and the proposed road (flyover) using trip assignment with the all-or-nothing method, applying a proportional approach and vehicle forecasting for future years. The traffic conditions are then analyzed by comparing the average degree of saturation (on road segments and intersections) and the intersection delay between the existing road and the proposed flyover. Subsequently, calculations are conducted to estimate the savings in vehicle operating costs (VOC) and value of time. The economic feasibility of the project is analyzed through the calculation of the benefit-cost ratio (BCR) and net present value (NPV) as key feasibility indicators. Based on the calculations, the existing traffic conditions show an average degree of saturation for road segments of 0,35, an average intersection saturation of 2,20, and an average intersection delay of 22,88 seconds/pcu. Under the proposed flyover design Alternative 1, these values decrease to 0,26; 0,67; and 1,88 seconds/pcu, respectively, while in Alternative 2 they become 0,31; 0,77; and 1,79 seconds/pcu. The vehicle operating cost savings (VOC) for Alternative 1 and 2 are Rp11.458.333.792.569 and Rp11.900.408.398.502 respectively, with time value savings of Rp961.322.641.782 and Rp1.198.251.118.296. The benefit-cost ratio (BCR) for Alternatives 1 and 2 are 14,21 and 10,68, respectively, with net present values (NPV) of Rp11.545.589.577.387 and Rp11.872.502.999.002.Both alternatives are economically feasible, but Alternative 1 is selected due to its higher BCR value.
