Abstract

Manajemen proses dan tata kelola TI yang efektif sangat diperlukan agar sumber daya TI dapat mendukung kinerja perusahaan secara optimal. COBIT menyediakan kerangka kerja komprehensif untuk mengevaluasi, mengaudit, dan meningkatkan proses TI agar selaras dengan kebutuhan bisnis dan memastikan tata kelola yang baik. Penelitian ini menggunakan design toolkit COBIT 2019 untuk menentukan objektif prioritas berdasarkan faktor desain yang menunjukkan tingkat kepentingan 60 poin serta MEA03 dengan 100 poin. Masing-masing memiliki target kapabilitas: APO09 dan DSS01 pada tingkat 3, serta MEA03 pada tingkat 4. Simulasi penilaian menunjukkan bahwa semua objektif berada pada tingkat kapabilitas 2 dengan ketercapaian 33,33% untuk APO09, 50% untuk DSS01 dan MEA03. Setelah menentukan proses yang penting untuk PT XYZ dan perlu dilakukan standarisasi dengan menjabarkan aktivitas dengan penyesuaian dari kondisi nyata serta peran PT XYZ yang diturunkan dari RACI pada kerangka kerja COBIT 2019. Dirumuskan dari objektif APO09 dua proses yaitu manajemen katalog layanan TI dan manajemen tingkat layanan dengan luaran berupa SLA/OLA dan katalog layanan. Untuk objektif DSS01 terdapat empat proses yaitu manajemen prosedur operasional TI, manajemen penyedia layanan, manajemen insiden layanan dan infrastruktur TI, serta pemeliharaan fasilitas dan infrastruktur TI yang masing-masing memiliki luaran backup log, laporan pelaksanaan prosedur, independent assurance plan, tiket kejadian, log kejadian, dan laporan evaluasi fasilitas. Untuk MEA03 dirumuskan proses identifikasi dan evaluasi persyaratan kepatuhan eksternal serta manajemen kepatuhan regulasi eksternal dengan luaran yaitu compliance register, log tindakan kepatuhan, compliance assurance report, memo internal, dan pembaruan kebijakan internal.

IT is a critical component in achieving business objectives. Consequently, effective IT governance and process management are essential to ensure that IT resources contribute optimally to organizational performance. One of the widely adopted frameworks for IT governance is COBIT which offers comprehensive guidelines for evaluating, auditing, and improving IT processes to align with business needs. This study applies the design toolkit to identify priority governance objectives based on design factors. The results highlight three key governance objectives that is APO09 and DSS01 each with an importance score of 60 points as well as MEA03 with 100 points. The target capability levels are set at level 3 for APO09 and DSS01, and level 4 for MEA03. However, simulation assessments show all three objectives at capability level 2, with achievement rates of 33.33% for APO09 and 50% for both DSS01 and MEA03. This study standardizes critical processes for PT XYZ by aligning COBIT activities with real world conditions and defining roles through the RACI chart on COBIT 2019. For APO09 service catalog management and service level management process were identified with output of SLA/OLA and service catalog. DSS01 identify four process that is operational procedure management, IT service provider management, incident management, and IT infrastructure and facility maintenance with outputs including backup logs, procedure execution reports, independent assurance plans, incident tickets, incident logs, and facility evaluation reports. MEA03 ensures regulatory compliance through compliance identification and evaluation as well as compliance management resulting in compliance assurance report and compliance register.
