Abstract
Pemanfaatan energi terbarukan dalam sektor bangunan merupakan langkah strategis untuk mendukung keberlanjutan serta mengurangi ketergantungan terhadap energi fosil. Sistem fotovoltaik (PV) menjadi salah satu teknologi yang relevan karena mampu mengonversi energi surya menjadi energi listrik. Namun, penerapannya di lingkungan bangunan memerlukan pertimbangan dari berbagai pemangku kepentingan melalui pendekatan keputusan berbasis nilai (value-based decision) yang mencakup aspek finansial dan non-finansial. Penelitian ini bertujuan untuk menentukan alternatif sistem fotovoltaik terbaik untuk diterapkan di lingkungan Gedung Tower 3 Institut Teknologi Sepuluh Nopember (ITS), dengan mempertimbangkan sudut pandang pemilik proyek, kontraktor pelaksana, dan konsultan perencana. Metode yang digunakan mencakup analisis life cycle cost (LCC) untuk aspek finansial dan metode Analytical Hierarchy Process (AHP) seluruh kriteria. Hasil analisis didapatkan bahwa kriteria non-finansial yang digunakan dalam penilaian terdiri dari kematangan teknologi, kemudahan implementasi, efektivitas sistem, kesesuaian waktu pelaksanaan, ketersediaan tenaga ahli, kemampuan beroperasi secara mandiri, dan akses terhadap sumber energi. Pemilik proyek memilih PV On Grid karena dinilai lebih matang secara teknologi dan lebih efektif dalam operasional sistem, meskipun memiliki akumulasi biaya sepanjang siklus hidup sistem yang lebih besar. Kontraktor pelaksana memilih PV Off Grid karena dinilai lebih unggul dalam kematangan teknologi dan akses terhadap sumber energi. Sementara itu, konsultan perencana memilih PV On Grid karena dinilai lebih matang secara teknologi dan lebih mampu terhubung dengan sistem lain, meskipun memiliki biaya sepanjang siklus hidup sistem yang lebih tinggi. Terdapat perbedaan persepsi terhadap kriteria kematangan teknologi antara pemilik proyek dan konsultan perencana dengan kontraktor pelaksana. Pemilik proyek dan konsultan perencana menilai PV On Grid sebagai alternatif dengan kematangan teknologi lebih tinggi, berbanding terbalik dengan penilaian kontraktor. Berdasarkan hasil analisis multi-stakeholder, PV On Grid merupakan alternatif paling unggul secara keseluruhan kriteria untuk diterapkan pada Gedung Tower 3 ITS.

The utilization of renewable energy in the building sector represents a strategic effort to support sustainability and reduce dependence on fossil fuels. Photovoltaic (PV) systems have emerged as a relevant technology due to their ability to convert solar energy into electricity. However, implementing such systems in building environments requires careful consideration from multiple stakeholders through a value-based decision-making approach that encompasses both financial and non-financial aspects. This study aims to determine the most suitable photovoltaic system alternative for application in the Tower 3 Building of Institut Teknologi Sepuluh Nopember (ITS), taking into account the perspectives of the project owner, construction contractor, and design consultant. The methods employed include life cycle cost (LCC) analysis for the financial aspect and the Analytical Hierarchy Process (AHP) for evaluating all criteria. The analysis identified non-financial criteria used in the assessment, namely technological maturity, ease of implementation, system effectiveness, scheduling compatibility, availability of skilled labor, autonomous operational capability, and accessibility to energy sources. The project owner selected the PV On-Grid system, considering it more technologically mature and operationally effective, despite its higher accumulated life cycle costs. The construction contractor favored the PV Off-Grid system due to its perceived superiority in technological maturity and energy source accessibility. Meanwhile, the design consultant preferred the PV On-Grid system, assessing it as more technologically mature and better integrated with other systems, although it also incurs higher life cycle costs. A discrepancy in the perception of technological maturity emerged between the project owner and design consultant versus the construction contractor. While the project owner and consultant viewed the PV On-Grid system as more mature, the contractor held the opposite opinion. Based on the multi-stakeholder analysis, the PV On-Grid system was found to be the most favorable overall alternative for implementation in the Tower 3 Building of ITS.
