Abstract

UMKM merupakan komponen penting dalam perekonomian Indonesia, namun masih menghadapi berbagai kendala dalam pengelolaan bisnis yang berkelanjutan. Penelitian ini bertujuan untuk merancang rekomendasi penetapan bantuan pengembangan UMKM berdasarkan analisis pembagian kelas potensi dan kompetensi bisnis menggunakan pendekatan Business Model Canvas (BMC). Masing-masing elemen BMC dianalisis menggunakan berbagai tools seperti SCOR Model untuk rantai pasok, SCAMPER untuk inovasi nilai produk, OEE untuk efisiensi produksi, dan STP untuk segmentasi pasar. Penelitian ini juga mengklasifikasikan UMKM berdasarkan BCG Matrix dan menetapkan bentuk bantuan yang tepat sesuai dengan kelasnya yang disusun peringkatnya menggunakan Metode Brown Gibson. Evaluasi dilakukan dengan pendekatan Social Return on Investment (SROI) guna mengukur dampak sosial dan ekonomi dari bantuan yang diberikan. Hasil penelitian diharapkan dapat menjadi acuan dalam perumusan kebijakan pendampingan UMKM yang lebih tepat sasaran dan berkelanjutan. Dari penelitian yang sudah dilakukan, didapatkan hasil berupa rancangan kuesioner yang diuji kepada 401 UMKM di Kota Surabaya dan pembagian UMKM ke empat klaster. Selain itu juga dihasilkan sistem pemberian peringkat berbasis metode Brown Gibson dan perhitungan nilai manfaat dari contoh pemberian bantuan menggunakan SROI.

MSMEs are an important component of the Indonesian economy, but they still face various obstacles in managing sustainable businesses. This study aims to design recommendations for MSME development assistance policies based on the analysis of the division of business potential and competency classes using the Business Model Canvas (BMC) approach. Each BMC element is analyzed using various tools such as the SCOR Model for supply chains, SCAMPER for product value innovation, OEE for production efficiency, and STP for market segmentation. This study also classifies MSMEs based on the BCG Matrix and determines the appropriate form of assistance according to their class. The evaluation was carried out using the Social Return on Investment (SROI) approach to measure the social and economic impacts of the assistance provided. The results of the study are expected to be a reference in formulating more targeted and sustainable MSME assistance policies. From the research that has been done, the results are obtained in the form of a draft questionnaire that was tested on 401 MSMEs in Surabaya City and the division of MSMEs into four clusters. In addition, a ranking system based on the Brown Gibson method was also produced and the calculation of the value of benefits from the example of aiding using SROI
