Abstract

Pulau Bali merupakan destinasi wisata populer yang mengalami peningkatan jumlah penduduk dan wisatawan setiap tahunnya. Hal ini mendorong pertumbuhan jumlah kendaraan dan menimbulkan masalah kemacetan, salah satunya di simpang Bypass Universitas Udayana, Jimbaran terutama pada saat jam sibuk dan musim lebaran. Sebagai solusi, direncanakan pembangunan underpass untuk mengurangi kemacetan. Tugas akhir ini bertujuan meninjau kelayakan pembangunan underpass dari segi ekonomi dan lalu lintas. Analisis lalu lintas dilakukan dengan membandingkan kondisi sebelum dan sesudah pembangunan menggunakan Pedoman Kapasitas Jalan Indonesia (PKJI), sedangkan analisis ekonomi dilakukan dengan metode Jasa Marga menggunakan indikator BCR dan NPV dengan umur rencana 30 tahun. Setelah dilakukan hasil analisis didapatkan pada tahun 2025 nilai Derajat Kejenuhan (DJ) Utara 0.94, Selatan 0.65, Timur 0.85 dan Barat 0.56. Panjang Antrian (m) Utara 279.96, Selatan 148.68, Timur 203.23, Barat 74.24. Tundaan (T) (dtk/smp) Utara 116.30, Selatan 101.15, Timur 110.48, Barat 101.84. Hasil Analisa pada tahun 2027 didapatkan Derajat Kejenuhan (DJ) Utara 0.29 (Belok Kanan) dan 0.31 (Underpass), Selatan 0.13 (Lurus) dan 0.15 (Underpass), Timur 0.85, Barat 0.56. Panjang Antrian (m) Utara 73.81, Selatan 32.30, Timur 203.23, Lurus 74.24. Tundaan (T) (dtk/smp) Utara 99.87, Selatan 102.18, Timur 110.48, Barat 101.83. Dari analisis kelayakan ekonomi yang dilakukan didapat hasil Benefit Cost Ratio (BCR) sebesar 1.88 (BCR > 1) dan Net Present Value (NPV) senilai Rp289,799,136,546.66 (NPV > 0). Hasil ini menunjukkan bahwa pembangunan underpass Simpang Universitas Udayana layak secara lalu lintas dan ekonomi. Proyek ini juga mendukung SDGs, khususnya Goal 9 (infrastruktur tangguh) dan Goal 11 (mobilitas perkotaan berkelanjutan).

Bali Island is a popular tourist destination experiencing an annual increase in both population and tourist arrivals. This growth has led to a rise in the number of vehicles, contributing to traffic congestion, particularly at the Bypass intersection near Udayana University in Jimbaran, especially during peak hours and holiday seasons. As a solution, the construction of an underpass is proposed to alleviate the congestion. This thesis aims to assess the feasibility of the underpass construction from both economic and traffic perspectives. Traffic analysis is conducted by comparing conditions before and after the underpass construction using the Indonesian Road Capacity Guidelines (PKJI), while the economic analysis uses the Jasa Marga method with indicators such as the Benefit Cost Ratio (BCR) and Net Present Value (NPV), based on a 30-year planning horizon.The 2025 analysis results show the Degree of Saturation (DS) as follows: North 0.94, South 0.65, East 0.85, and West 0.56. Queue lengths (in meters): North 279.96, South 148.68, East 203.23, and West 74.24. Delay times (in seconds/vehicle): North 116.30, South 101.15, East 110.48, and West 101.84. In 2027, the DS values are: North 0.29 (Right Turn) and 0.31 (Underpass), South 0.13 (Straight) and 0.15 (Underpass), East 0.85, and West 0.56. Queue lengths (in meters): North 73.81, South 32.30, East 203.23, and West 74.24. Delay times (in seconds/vehicle): North 99.87, South 102.18, East 110.48, and West 101.83.The economic feasibility analysis yields a Benefit Cost Ratio (BCR) of 1.88 (BCR > 1) and a Net Present Value (NPV) of Rp289,799,136,546.66 (NPV > 0). Based on both traffic and economic analyses, the construction of the Underpass at the Udayana University intersection is deemed feasible. The results show that the underpass construction at the Universitas Udayana intersection is feasible in terms of traffic and economics. This project also supports the SDGs, particularly Goal 9 (resilient infrastructure) and Goal 11 (sustainable urban mobility).
