Abstract
Proyek pembangunan Dermaga Pangkalan Setokok Tahap II di Batam merupakan bagian dari proyek strategis nasional yang memiliki risiko tinggi terhadap keselamatan dan kesehatan kerja (K3). Mengingat kompleksitas pekerjaan dan potensi bahaya yang ada, diperlukan upaya sistematis untuk mengidentifikasi serta mengelola risiko kecelakaan kerja secara efektif. Tujuan dari penelitian ini adalah untuk menganalisis dan mengevaluasi tingkat risiko kecelakaan kerja yang terjadi pada proyek tersebut, serta merumuskan langkah mitigasi yang tepat guna menurunkan tingkat risiko. Penelitian ini menggunakan metode Hazard Identification, Risk Assessment, and Risk Control (HIRARC). Metode HIRARC dipilih karena kemampuannya yang komprehensif dalam mengidentifikasi potensi bahaya secara sistematis, menilai risiko berdasarkan probabilitas dan konsekuensi, serta memberikan kerangka kerja yang terstruktur untuk pengendalian risiko. Metode penelitian yang digunakan meliputi pengumpulkan data primer melalui wawancara, observasi lapangan, dan kuesioner kepada pihak kontraktor, serta pengumpulan data sekunder yang mencakup gambar proyek, jadwal proyek, metode kerja, dan Job Safety Analysis (JSA). Analisis risiko dilakukan berdasarkan skala kemungkinan dan tingkat keparahan menggunakan matriks HIRARC guna menentukan prioritas mitigasi. Penentuan tindakan mitigasi diperoleh dari kombinasi literatur dan diskusi dengan praktisi ahli yang terlibat dalam proyek ini, seperti project manager, safety manager, dan safety officer. Empat kategori respons risiko (risk avoidance, risk reduction, risk transfer, dan risk acceptance) serta hierarki pengendalian risiko digunakan untuk mendapatkan respons yang efisien dan aplikatif. Hasil penelitian menunjukkan bahwa terdapat sejumlah besar potensi risiko dengan tingkat risiko sedang, seperti bekerja di area dengan medan tidak stabil atau licin, pengerjaan di atas laut, bahaya lalu lintas kendaraan dengan volume besar, serta penggunaan alat las. Tiga aktivitas utama dengan risiko tinggi yang memerlukan perhatian khusus adalah penyambungan tiang pancang, pengecoran beton isian tiang pancang, dan pemotongan tiang pancang baja. Setelah diterapkan strategi mitigasi, sebagian besar risiko tinggi berhasil diturunkan menjadi risiko rendah. Proses identifikasi dan penilaian risiko menggunakan metode HIRARC mengungkapkan bahwa risiko awal dari ketiga aktivitas tersebut termasuk dalam kategori tinggi (dengan skor risiko antara 15–16), namun melalui penerapan mitigasi berupa asuransi pekerja, rekayasa teknis, penggunaan alat pelindung diri (APD), serta pengendalian administratif, residual risiko berhasil ditekan menjadi kategori rendah (skor 2–4). Hal ini menunjukkan bahwa strategi pengendalian yang diterapkan cukup efektif dalam menurunkan tingkat risiko ke batas yang dapat diterima.

The construction project of the Setokok Base Pier Phase II in Batam is part of a national strategic project that carries a high risk to occupational health and safety (OHS). Given the complexity of the work and the potential hazards involved, systematic efforts are required to effectively identify and manage work-related accident risks. The objective of this study is to analyze and evaluate the level of occupational accident risk in the project and to formulate appropriate mitigation measures to reduce those risks. This research employs the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method, which was selected for its comprehensive ability to systematically identify potential hazards, assess risks based on probability and consequence, and provide a structured framework for risk control. The research method involves collecting primary data through interviews, field observations, and questionnaires administered to contractors, as well as gathering secondary data including project drawings, project schedules, work methods, and Job Safety Analysis (JSA). Risk analysis was conducted using a HIRARC matrix based on likelihood and severity scales to determine mitigation priorities. Mitigation actions were formulated through a combination of literature review and discussions with experienced project personnel, such as the project manager, safety manager, and safety officers. Four risk response categories—risk avoidance, risk reduction, risk transfer, and risk acceptance—as well as the risk control hierarchy, were applied to obtain efficient and practical risk responses. The results indicate a substantial number of potential risks with a medium risk level, such as working in unstable or slippery terrain, working over water, heavy traffic hazards, and welding tool usage. Three major high-risk activities that require special attention were identified: pile splicing, concrete casting into piles, and cutting steel piles. After mitigation strategies were implemented, most high-risk levels were successfully reduced to low-risk levels. The hazard identification and risk assessment using the HIRARC method revealed that the initial risk scores for these three activities were categorized as high (with risk scores between 15 and 16). However, through the implementation of mitigation strategies—including worker insurance, technical engineering, personal protective equipment (PPE), and administrative controls—the residual risks were effectively reduced to low levels (risk scores between 2 and 4). This demonstrates that the applied control strategies were effective in reducing risk levels to an acceptable threshold.
