Abstract
Kecamatan Pamekasan merupakan salah satu dari 13 kecamatan yang ada di Kabupaten Pamekasan dengan luas wilayah 26,47 km2. Kecamatan ini terdiri dari sembilan desa dan sembilan kelurahan dengan jumlah penduduk di tahun 2024 sebanyak 92.623 jiwa. Pengelolaan sampah perlu ditingkatkan menyesuaikan dengan timbulan sampah. Timbulan sampah Kabupaten Pamekasan pada tahun 2023 adalah 101.156,10 ton dengan reduksi sebesar 15,24% dan penanganan sampah sebesar 45,64%. Tujuan dari penelitian ini adalah untuk (1) mengevaluasi kondisi eksisting TPS 3R, (2), menentukan potensi pengembangan pengelolaan sampah di TPS 3R, dan (3) merencanakan pengembangan pengolahan sampah di TPS 3R.
Penelitian ini menggunakan metode kuantitatif dengan data timbulan, komposisi sampah, densitas sampah, dan kesetimbangan massa sebagai pertimbangan lokasi perencanaan. Timbulan sampah diketahui dengan mengukur volume gerobak sampah dan cakupan pelayanan. Komposisi sampah diukur mengacu pada SNI 19-3964-1994 dengan membagi sampah menjadi sembilan jenis. Data timbulan, komposisi, dan densitas sampah digunakan untuk menganalisis kesetimbangan massa dan merencanakan fasilitas pengolahan sampah di TPS 3R. Aspek finansial dilakukan dengan menghitung Bill Of Quantity (BOQ) dan Rencana Anggaran Biaya (RAB), biaya operasional dan pemeliharaan TPS 3R, serta potensi pendapatan untuk menentukan kelayakan finansial. Data primer didapatkan dari hasil perhitungan timbulan sampah, komposisi sampah, observasi lapangan, dan wawancara. Data sekunder bersumber dari kondisi fisik wilayah, data penduduk, dan peraturan terkait persampahan yang berlaku.
Kondisi eksisting menunjukkan TPS 3R KSM Bintang Timur 380 memerlukan perbaikan pada pengelolaan sampah, administrasi, dan partisipasi masyarakat. Laju timbulan sampah yang masuk ke TPS 3R sebesar 0,79 kg/orang.hari dengan densitas sampah sebesar 118,42 kg/m3. Sampah biodegradable mendominasi komposisi sampah sebesar 83,92% dan 16,08% berupa sampah non-biodegradable. Potensi reduksi sampah pada akhir tahun perencanaan dengan cakupan pelayanan 50% sebesar 57,45%. Perencanaan pengolahan sampah biodegradable sejumlah 3195,98 kg/hari menggunakan metode windrow dan pengolahan sampah plastik sejumlah 153,11 kg/hari direncanakan dengan pencacahan. Perlu direncanakan pembangunan hanggar baru untuk lahan pengomposan. Pengembangan TPS 3R memerlukan biaya investasi sebesar Rp1.415.320.812,00 dengan biaya operasional dan pemeliharaan sebesar Rp718.064.832,00. Estimasi pendapatan dari penjualan produk sampah dan iuran pelanggan sebesar Rp2.431.252.800,00. Hasil analisis finansial dengan NPV dan B/C menunjukkan nilai >1, sehingga dapat disimpulkan bahwa perencanaan ini layak untuk dijalankan.

Pamekasan Subdistrict is one of the 13 subdistricts in Pamekasan Regency with a total area of 26.47 km². The subdistrict consists of nine villages and nine urban villages, with a population in 2024 of 92,623 people. Solid waste management needs to be improved to adjust to the solid waste generation. The total solid waste generation in Pamekasan Regency in 2023 was 101,156.10 tons, with a reduction rate of 15.24% and waste handling of 45.64%. The objectives of this study were to (1) evaluate the existing condition of the TPS 3R, (2) determine the potential for developing waste management at the TPS 3R, and (3) plan the development of waste processing at TPS 3R.
This study used a quantitative method with data on solid waste generation, solid waste composition, solid waste density, and mass balance as considerations for redesigning the location. Solid waste generation was determined by measuring the volume of solid waste carts and service coverage. Solid waste composition was measured referring to SNI 19-3964-1994 by dividing waste into nine types. The data on solid waste generation, composition, and density were used to analyze mass balance and plan solid waste processing facilities at the TPS 3R. The financial aspect was conducted by calculating the Bill of Quantity (BOQ) and Budget Plan, operational and maintenance costs of the TPS 3R, as well as potential revenue to determine financial feasibility. Primary data were obtained from solid waste generation calculations, solid waste composition, field observations, and interviews. Secondary data came from physical conditions of the area, population data, and applicable solid waste management regulations.
The existing condition showed that TPS 3R KSM Bintang Timur 380 required improvements in solid waste management, administration, and community participation. The solid waste inflow rate to TPS 3R was 0.79 kg/person/day with a solid waste density of 118.42 kg/m³. Biodegradable solid waste dominated the solid waste composition at 83.92%, while the remaining 16.08% was non-biodegradable solid waste. The potential solid waste reduction at the end of the planning year with 50% service coverage was 57.45%. The plan for biodegradable waste processing was 3195.98 kg/day using the windrow composting method, and plastic waste processing of 153.11 kg/day was planned with shredding. A new hangar for composting land needed to be planned. The development of TPS 3R required an investment cost of Rp1.415.320.812,00, with operational and maintenance costs of Rp718.064.832,00. Estimated revenue from waste product sales and customer fees amounted to Rp2.431.252.800,00. Financial analysis using NPV and B/C showed values greater than 1, thus it was concluded that the plan was financially feasible to implement.
