Abstract

Penyelenggaraan fasilitas pelayanan kesehatan (fasyankes), baik oleh pemerintah maupun swasta, berperan penting bagi kesehatan masyarakat di Indonesia. Pihak penyelenggara membutuhkan sebuah sistem informasi manajemen kesehatan (SIMKES) untuk menjalankan operasional fasyankes sehari-hari. Adanya SIMKES membantu pihak manajemen dan tenaga kesehatan dalam urusan administrasi kesehatan, salah satunya urusan penggajian. Yayasan Simrs Khanza Indonesia (YASKI) yang didirikan pada tahun 2017 telah mengembangkan sebuah SIMKES yang berlisensi free and open source (FOSS) bernama SIM Khanza. Namun, aplikasi SIM Khanza saat ini hanya dapat dijalankan pada platform desktop sehingga membatasi penggunaannya oleh pihak penyelenggara. Oleh karena itu, peneliti melakukan perancangan dan pengembangan sistem informasi manajemen rumah sakit, khususnya pada bagian penggajian berbasis web. Peneliti mengembangakan aplikasi menggunakan PHP, CodeIgniter 4, Go, dan PostgreSQL. Dalam pengerjaan tugas akhir ini, dilakukan beberapa modifikasi pada arsitektur frontend supaya kode menjadi lebih modular untuk mempermudah proses pengembangan serta pada arsitektur database supaya data rumah sakit terenkripsi dan teraudit secara otomatis. Pengerjaan tugas akhir ini berhasil merancang dan membangun sistem informasi kesehatan modul penggajian dengan fitur pengaturan aturan penggajian, serta perhitungan gaji, pajak, BPJS, lembur, serta pesangon.

The establishment of healthcare facilities, by the government or the private sector, plays an important role in public health in Indonesia. Each healthcare provider requires a healthcare management information system (SIMKES) to do its day to day operations. A SIMKES helps management and healthcare workers in healthcare administration duties, one of them being payroll management. SIMRS Khanza Indonesia Foundation (Yaski) which was established in 2017 has developed a free and open source SIMKES called SIM Khanza. Currently, SIM Khanza can only be used on the desktop platform which limits its use by healthcare providers. Therefore, this research was done to develop a web based healthcare information management system, particularly in the C Module concerning payroll management. During the development process, the system architecture for the frontend was modified to make the code more modular so that developers can develop the features faster and the system architecture for the database was overhauled so that the database stores the hospital's data in a secure, encrypted, and audited form automatically. This research utilizes the following technology stack : PHP, CodeIgniter 4, Go, and PostgreSQL. This research succeeded in designing and developing a web based healthcare information management system especially the payroll management with the following features : payroll policy configuration, payroll calculation, tax, social security (BPJS), overtime, and severance pay.
