Abstract

Sebagai pusat aktivitas yang melibatkan pegawai, masyarakat, dan berbagai pihak terkait yang mayoritas menggunakan kendaraan pribadi, Kantor Dinas Kominfo Jawa Tengah membutuhkan area parkir yang mampu mengakomodasi kebutuhan parkir dengan baik. Akan tetapi pada kenyataannya, Kantor Dinas Kominfo Jawa Tengah mengalami permasalahan berupa keterbatasan lahan parkir, dimana volume parkir melebihi kapasitas parkir yang tersedia dan dapat mengganggu aktivitas kantor. Pengamatan awal menunjukkan bahwa kondisi parkir pada Kantor Dinas Kominfo Jawa Tengah masih kurang ideal. Kebutuhan akan lahan parkir masih lebih tinggi dibandingkan dengan kapasitas lahan yang tersedia. Penelitian dilakukan melalui metode in-out survey yang dilaksanakan pada hari aktif kerja dimulai pukul 06.00 hingga 17.00 waktu setempat. Metode in-out survey dipilih karena sebagian besar pengguna lahan parkir adalah pegawai Kantor Dinas Kominfo Jawa Tengah dengan asumsi durasi parkir mayoritas pengguna sebagaimana jam kerja kantor. Data yang dikumpulkan kemudian dianalisis untuk mendapatkan nilai karakteristik parkir kendaraan. Hasil analisis yang didapatkan digunakan sebagai acuan dalam pemberian saran layout desain parkir. Hasil dari analisis dan perhitungan pada studi ini didapatkan karakteristik ruang parkir yang meliputi: Volume parkir maksimum untuk mobil sebesar 93 kendaraan dan untuk sepeda motor sebesar 248 kendaraan. Akumulasi maksimum parkir mobil sebesar 40 kendaraan dan sepeda motor sebesar 173 kendaraan. Indeks parkir mobil sebesar 114% dan sepeda motor sebesar 149%. Turnover parking untuk mobil sebesar 2,66 kali dan untuk sepeda motor sebesar 2,14 kali. Kapasitas statis yang ada sebesar 35 Satuan Ruang Parkir (SRP) untuk mobil dan 116 SRP untuk sepeda motor. Kebutuhan Ruang Parkir (KRP) yang perlu disediakan saat ini sebesar 46 SRP untuk mobil dan 163 SRP untuk sepeda motor.

As a hub of activities involving employees, the public, and various stakeholders—most of whom rely on private vehicles— the Central Java Communication and Informatics Office requires a parking area capable of adequately accommodating parking needs. However, in reality, the Central Java Communication and Informatics Office faces issues related to limited parking space, where the parking volume exceeds the available capacity, potentially disrupting office activities. Preliminary observations indicate that the parking conditions at the Central Java Communication and Informatics Office are still less than ideal. The demand for parking space remains higher than the available land capacity. The research was conducted using the in-out survey method, carried out on regular working days from 06:00 to 17:00 local time. The in-out survey method was chosen because the majority of parking space users are employees of the Central Java Provincial Communication and Information Office, with the assumption that most users park their vehicles for the duration of office working hours. The collected data was then analyzed to obtain the characteristics of vehicle parking. The results of the analysis were used as a reference in providing recommendations for the parking layout design. The results of the analysis and calculations in this study reveal the characteristics of the parking area, which include: the maximum parking volume of 93 vehicles for cars and 248 vehicles for motorcycles. The maximum parking accumulation is 40 vehicles for cars and 173 vehicles for motorcycles. The parking index is 114% for cars and 149% for motorcycles. The parking turnover rate is 2.66 times for cars and 2.14 times for motorcycles. The available static capacity is 35 Parking Space Unit for cars and 116 Parking Space Unit for motorcycles. The current Parking Space Requirement that needs to be provided is 46 SRP for cars and 163 SRP for motorcycles.
