Abstract

Pengelolaan fasilitas Teknologi Informasi dan Komunikasi (TIK) di sekolah seringkali tidak terarah, menghadapi tantangan klasik seperti keterbatasan dana, infrastruktur yang belum memadai, dan kesenjangan kompetensi sumber daya manusia (SDM) yang menghambat pemanfaatan teknologi dalam pembelajaran. Penelitian ini bertujuan untuk merumuskan prioritas program pengembangan fasilitas TIK yang rasional dan dapat dipertanggungjawabkan dengan studi kasus di SMAN 1 Gedangan menggunakan pendekatan Analytic Hierarchy Process (AHP). Penelitian ini menerapkan metode campuran (mixed-methods). Tahap kualitatif dilakukan untuk mengidentifikasi Critical Success Factors (CSF) melalui studi literatur yang kemudian divalidasi lewat wawancara mendalam dengan para pemangku kepentingan kunci di sekolah. Hasilnya, tiga kriteria final ditetapkan untuk digunakan dalam model AHP yaitu pertama dukungan kepala sekolah & kebijakan, kedua kompetensi teknis pengelola TIK, dan ketiga respons terhadap kebijakan nasional. Selanjutnya, pada tahap kuantitatif, metode AHP digunakan untuk melakukan pembobotan dan pemeringkatan terhadap berbagai alternatif program yang relevan berdasarkan ketiga kriteria tersebut. Hasil analisis menyimpulkan tiga program prioritas utama secara berurutan yaitu pertama pembentukan tim pengembangan TIK Sekolah, kedua kunjungan belajar ke sekolah lain yang unggul, dan ketiga integrasi akun pembelajaran (belajar.id). Pola ini secara tegas mengindikasikan bahwa para pemangku kepentingan lebih mengutamakan penguatan fondasi manajerial dan pengembangan kapasitas SDM daripada sekadar intervensi teknis seperti pengadaan perangkat keras. Penelitian ini mendemonstrasikan AHP sebagai kerangka kerja yang efektif dan terstruktur untuk membantu manajemen sekolah dalam pengambilan keputusan strategis, memastikan alokasi sumber daya yang terbatas menjadi lebih tepat sasaran dan berbasis data.

The management of Information and Communication Technology (ICT) facilities in schools is often undirected, facing classic challenges such as limited funds, inadequate infrastructure, and a competency gap among human resources, which collectively hinder the effective use of technology in learning. This research aims to formulate a rational and accountable priority program for ICT facility development at SMAN 1 Gedangan using the Analytic Hierarchy Process (AHP) approach. The study employs a mixed-methods approach. The qualitative phase identified Critical Success Factors (CSF) through a literature review, which were subsequently validated via in-depth interviews with key school stakeholders. This process resulted in three final criteria for analysis: Principal's support & policy, Technical competence of ICT managers, and Response to national policy. Subsequently, the quantitative phase utilized AHP to weigh and rank various program alternatives based on these established criteria. The AHP analysis concludes that the three primary priority programs are, in order: the formation of a school ICT development team, study visits to other superior schools, and the integration of the national learning account (belajar.id). This pattern strongly indicates that stakeholders prioritize strengthening managerial foundations and human resource capacity over mere technical interventions such as hardware procurement. This research demonstrates that AHP serves as an effective and structured framework to assist school management in strategic decision-making, ensuring that limited resources are allocated more precisely and based on data.
