Abstract
Property is one of the business assets that holds strategic value in supporting the activities and financial stability of an institution, including higher education institutions. The ITS Banking Building in Surabaya, which was previously used as an operational facility for financial services, is no longer actively used following the operation of a new banking building, thus requiring an assessment of the actual market value of the building to support future asset management decision-making. This study aims to assess the property value of the unit in ITS Banking, in terms of rental price, which used two main approaches in property appraisal studies, namely the market approach and income approach. The market approach is conducted by comparing transaction prices of similar properties in the surrounding area, the income approach uses the discounted cashflow method based on potential net rental income. Primary data were collected through field surveys, while secondary data included construction cost information, operational income, and transactions of similar properties. The results of the study show differences in estimated values from each approach, reflecting the characteristics of each method. The property rental value was obtained at Rp436,949,754 through a reconciliation process of the two approaches, resulting in the most objective and representative estimated value. This study is expected to provide input for campus asset managers in making strategic decisions regarding the optimization and reuse of the building, as well as serve as an academic reference in the study of banking property appraisal.

Properti merupakan salah satu aset bisnis yang memiliki nilai strategis dalam mendukung kegiatan dan stabilitas keuangan suatu institusi, termasuk institusi pendidikan tinggi. Gedung ITS Banking di Surabaya, yang sebelumnya digunakan sebagai fasilitas operasional untuk layanan keuangan, tidak lagi digunakan secara aktif setelah beroperasinya gedung perbankan baru, sehingga memerlukan penilaian nilai pasar aktual gedung tersebut untuk mendukung pengambilan keputusan manajemen aset di masa depan. Penelitian ini bertujuan untuk menilai nilai properti unit di ITS Banking, khususnya dalam hal harga sewa, dengan menggunakan dua pendekatan utama dalam studi penilaian properti, yaitu pendekatan pasar dan pendekatan pendapatan. Pendekatan pasar dilakukan dengan membandingkan harga transaksi properti serupa di sekitar area tersebut, sedangkan pendekatan pendapatan menggunakan metode arus kas diskonto berdasarkan potensi pendapatan sewa bersih. Data primer dikumpulkan melalui survei lapangan, sementara data sekunder mencakup informasi biaya konstruksi, pendapatan operasional, dan transaksi properti serupa. Hasil penelitian menunjukkan perbedaan nilai perkiraan dari masing-masing pendekatan, mencerminkan karakteristik masing-masing metode. Nilai sewa properti diperoleh sebesar Rp436,949,754 melalui proses rekonsiliasi kedua pendekatan, menghasilkan nilai perkiraan yang paling objektif dan representatif. Penelitian ini diharapkan dapat memberikan masukan bagi pengelola aset kampus dalam mengambil keputusan strategis terkait optimalisasi dan pemanfaatan kembali bangunan, serta berfungsi sebagai referensi akademik dalam studi penilaian properti perbankan.
