Abstract

Koridor Jalan Veteran dan sekitarnya (Jalan Bandung dan Jalan Sigura-Gura) merupakan salah satu ruas kolektor vital di Kota Malang dengan dominasi peruntukkan lahan pendidikan dan perdagangan jasa. Tarikan yang disebabkan oleh fasilitas di wilayah amatan ditunjang oleh fokus pengembangan jalur pejalan kaki untuk menunjang kegiatan sebagaimana tertuang dalam RTRW Kota Malang 2022-2042, kenaikan volume kegiatan seperti penambahan siswa dan mahasiswa tiap tahunnya serta pergerakan menuju pusat perbelanjaan membuat peninjauan terkait performa kelayakan berjalan pada wilayah amatan memiliki urgensi untuk dilakukan. Fakta empiris menunjukkan performa berjalan kaki di wilayah amatan masih kurang maksimal berdasarkan preferensi pengguna, hasil survei livable city variable jalur pejalan kaki oleh Ikatan Ahli Perencana (IAP) yang masih berada dibawah rata-rata, serta nilai lalu lintas harian rata-rata (LHR) yang masih juga berada dibawah rata-rata. Maka dari itu penelitian ini bertujuan untuk menilai kelayakan berjalan kaki dari aspek fisik seperti kenyamanan dan keselamatan serta sosial secara komprehensif untuk memberikan pandangan baru terkait penilaian walkability. Penelitian menggunakan 12 variabel terkait melalui proses penentuan bobot dengan metode analytical hierarchy process dengan stakeholder kunci triple helix (Pemerintah, Akademisi, NGO) untuk kemudian menghasilkan penilaian pada wilayah amatan berdasarkan preferensi pengguna melibatkan 238 responden. Hasil penilaian menunjukkan walkability pada kategori baik pada Jalan Veteran dengan nilai 65.08 dan Jalan Bandung dengan nilai 66.06, sedangkan menunjukkan kategori kurang dengan nilai 45.90 di Jalan Sigura-Gura. Variabel paling baik performanya ialah terkait kehadiran pejalan kaki dan aktivitas sosial sedangkan variabel dengan performa terburuk terkait dengan perilaku kendaraan bermotor dan rendahnya aksesibilitas kaum disabilitas. Responden mengharapkan adanya perbaikan fasilitas sehingga dapat meningkatkan kohesi sosial, luaran penelitian ini diharapkan dapat menjadi masukan bagi arahan pengembangan serta menjadi arahan untuk tetap tunduk pada dokumen perencanaan yang berlaku serta merumuskan kebijakan yang menguntungkan bagi pejalan kaki terkhusus pada wilayah amatan di kemudian hari.

The Veteran Road corridor and its surroundings (Bandung Road and Sigura-Gura Road) are one of the vital collector roads in Malang City, dominated by educational and commercial land use. The attraction caused by facilities in the study area is supported by the focus on developing pedestrian pathways to support activities as outlined in the Malang City RTRW 2022-2042, the increase in activity volume such as the addition of students and university students each year, and the movement toward shopping centers make the review of the walkability performance in the study area urgent to be conducted. Empirical evidence indicates that walking performance in the study area is still suboptimal based on user preferences, survey results on livable city variables for pedestrian pathways by the Indonesian Institute of Planners (IAP) that remain below average, and average daily traffic volume (ADTV) that also remains below average. Therefore, this study aims to comprehensively assess walkability from physical aspects such as comfort and safety, as well as social aspects, to provide new insights into walkability assessment. The study uses 12 related variables through a weighting process using the analytical hierarchy process method with key stakeholders from the triple helix (Government, Academia, NGOs) to produce an assessment of the study area based on user preferences involving 238 respondents. The assessment results show that walkability is in the good category on Veteran Street with a score of 65.08 and Bandung Street with a score of 66.06, while it is in the poor category with a score of 45.90 on Sigura-Gura Street. The variables with the best performance are related to the presence of pedestrians and social activities, while the variables with the worst performance are related to motor vehicle behavior and low accessibility for people with disabilities. Respondents expressed a desire for improved facilities to enhance social cohesion. The findings of this study are expected to serve as input for development guidelines, align with existing planning documents, and inform policies that benefit pedestrians, particularly in the observed areas in the future.
