Abstract

Pada periode-periode tertentu PLN UP3 Banten Selatan beberapa kali menemui kendala material dimana ketika permohonan pelanggan masuk, PLN tidak memiliki matarial yang cukup untuk melaksanakan penyambungan dan percepatan penyambungan berdasarkan TMP yang telah diatur pada Keputusan Menteri ESDM tidak dapat terealisasi dengan baik. Pada penelitian ini tahap awal penentuan kebutuhan Material Distribusi Utama (MDU) dengan melakukan konversi permintaan Pasang Baru (PB) dan Perubahan Daya (PD) tarif daya 1 Phase menjadi kebutuhan MDU berdasarkan Bill of Quantity Material yang sesuai dengan standar PLN. Akan dilakukan perhitungan parameter persediaan untuk kondisi eksisting saat ini dan juga dilakukan dengan metode continous review (s,S) dan periodic review (R,s,S). Kemudian akan dilakukan Risk Assessement dengan menggunakan metode Multi Criteria Decision Making (MCDM) – Analytical Hierarchy Process (AHP) untuk menentukan kriteria serta mengurutkan jenis risiko yang paling harus diperhatikan sampai dengan yang terendal levelnya. Berdasarkan biaya persediaan yang telah dihitung dari masing-masing parameter persediaan, metode continuous review memiliki total biaya persediaan pada kondisi s dan S lebih rendah daripada periodic review dengan selisih Rp 226.768.179,-. Dari hasil Risk Assessment yang telah dilakukan menggunakan metode AHP, kriteria risiko finansial menjadi Risiko yang memiliki nilai bobot tertinggi, sementara untuk subkriteria Terdapat 4 subkriteria yang mendapatkan tindaklanjut mitigasi yang diantaranya adalah risiko biaya penyimpanan, risiko biaya kekurangan stok, ketergantungan pada satu pemasok, dan kegagalan pemasok dalam memenuhi kuantitas dan kualitas, kemudian dibuatkan langkah mitigasi yang tepat dari hasil Focus Group Discussion (FGD) yang dilakukan dengan para expert.

In certain periods PLN UP3 Banten Selatan several times encountered material constraints where when customer requests came in, PLN did not have enough material to carry out the connection and the acceleration of connection based on the TMP that had been regulated in the Decree of the Minister of Energy and Mineral Resources could not be realized properly. In this study, the initial stage of determining the Main Distribution Material (MDU) requirements by converting the New Install (PB) and Power Change (PD) requests for 1 Phase power tariffs into MDU requirements based on the Material Bill of Quantity in accordance with PLN standards. Inventory parameter calculations will be carried out for the current existing conditions and also carried out with the continous review (s,S) and periodic review (R,s,S) methods. Then a Risk Assessment will be carried out using the Multi Criteria Decision Making (MCDM) - Analytical Hierarchy Process (AHP) method to determine the criteria and rank the types of risks that must be considered the most to the lowest level. Based on the inventory costs that have been calculated from each inventory parameter, the continuous review method has a total inventory cost in conditions s and S lower than the periodic review with a difference of Rp 226,768,179, -. From the results of the Risk Assessment that has been carried out using the AHP method, the financial risk criteria are the risks that have the highest weight value, while for the sub-criteria there are 4 sub-criteria that get mitigation follow-up, including the risk of storage costs, the risk of stock shortage costs, dependence on one supplier, and failure of suppliers to meet quantity and quality, then the appropriate mitigation steps are made from the results of the Focus Group Discussion (FGD) conducted with experts.
