Abstract
Indonesia continues to face major challenges in the field of oral and dental health, with 56.9% of the population aged three and above reported to have dental and oral health problems (Ministry of Health, 2024). This issue is deepened by the unequal distribution of dental health professionals, where only only 5 out of 34 provinces meet the ideal ratio of 0.2 dentists per 1,000 population (UGM Faculty of Dentistry, 2024; Ministry of Health, 2022). To address this challenge, Dental Clinic X, plans to expand into major cities across Indonesia. This initiative aligns with the rising spending of Indonesians on dental care, placing Indonesia as the second-highest country in Southeast Asia in terms of dental care expenditure, just after Singapore (Ministry of Health, 2023). As part of this expansion, Clinic X has developed the strategic objectives and new Key Performance Indicators (KPIs). However, the management is also aware that these changes will increase risks and uncertainties across various aspects, including finance, operations, and market dynamics. They wish to identify the risks linked specifically to the strategic objectives under this expansion program. This research applies Risk-Based Performance Management (RBPM) and the Strategy Objective at Risk (SOAR) method. RBPM integrates performance and risk management to assess risk tolerance in achieving strategic objectives, while SOAR offers an end-to-end methodology to identify risks that threaten those objectives and its control (Smart, 2021; Monahan, 2008). A total of 44 risks have been identified from 16 strategic KPIs, along with 82 risk controls designed to mitigate their impacts, which are visualized through a dashboard. The top three risks with the highest rating in the context of dental clinic expansion are inefficient clinical service delivery, low staff competency in delivering new services, and inconsistent service quality among staff and branches. These risks are critical in expansion context.

Indonesia masih menghadapi tantangan besar dalam bidang kesehatan gigi dan mulut, di mana sebanyak 56,9% penduduk berusia tiga tahun ke atas dilaporkan mengalami permasalahan kesehatan gigi dan mulut (Kemenkes, 2024). Permasalahan ini diperparah oleh distribusi tenaga kesehatan gigi yang tidak merata, di mana hanya 5 dari 34 provinsi yang memenuhi rasio ideal, yaitu 0,2 dokter gigi per 1.000 penduduk (FKG UGM, 2024; Kementerian Kesehatan, 2022). Menanggapi tantangan tersebut, Klinik Gigi X berencana melakukan ekspansi ke kota-kota besar di Indonesia. Inisiatif ini sejalan dengan tren peningkatan spending masyarakat Indonesia terhadap layanan kesehatan gigi, yang menempatkan Indonesia sebagai negara dengan pengeluaran tertinggi kedua di Asia Tenggara untuk perawatan gigi, setelah Singapura (Kementerian Kesehatan, 2023). Sebagai bagian dari ekspansi ini, Klinik X telah merumuskan tujuan strategis serta menetapkan Key Performance Indicators (KPI) baru. Namun, manajemen menyadari bahwa perubahan ini akan meningkatkan tingkat ketidakpastian dan risiko dalam aspek finansial, operasional, maupun pasar. Oleh karena itu, penelitian ini menerapkan pendekatan Risk-Based Performance Management (RBPM) dan metode Strategy Objective at Risk (SOAR). RBPM mengintegrasikan manajemen kinerja dan manajemen risiko untuk menilai tingkat toleransi risiko dalam pencapaian tujuan strategis, sedangkan SOAR merupakan metode menyeluruh untuk mengidentifikasi risiko yang secara langsung mengancam pencapaian tujuan tersebut serta kontrol mitigasinya (Smart, 2021; Monahan, 2008). Sebanyak 44 risiko berhasil diidentifikasi dari 16 KPI strategis, disertai 82 kontrol risiko yang dirancang untuk mengurangi dampaknya dan divisualisasikan melalui dashboard. Tiga risiko utama dengan tingkat penilaian tertinggi dalam konteks ekspansi klinik gigi adalah ketidakefisienan layanan klinis, rendahnya kompetensi staf dalam menjalankan layanan baru, dan kualitas layanan yang tidak konsisten antar staf dan cabang. Ketiga risiko ini sangat krusial dalam keberhasilan ekspansi.
