Abstract
Kota Denpasar sebagai ibu kota Provinsi Bali terus mengembangkan infrastruktur pariwisata untuk menarik wisatawan, baik domestik maupun mancanegara. Seiring dengan hal tersebut, permasalahan lingkungan seperti pengelolaan sampah rumah tangga menjadi tantangan serius. Menyikapi hal tersebut, Pemerintah Provinsi Bali menerbitkan Peraturan Gubernur No. 47 Tahun 2019 tentang pengelolaan sampah berbasis sumber, yang menekankan pengurangan sampah ke TPA melalui prinsip 3R (Reduce, Reuse, Recycle). Penelitian ini dilakukan di Kecamatan Denpasar Utara yang berfokus pada pengembangan 2 lokasi TPS 3R yaitu TPS 3R Ubung Gemilang dan TPS 3R Uma Sari selama 10 tahun kedepan. TPS 3R Pertiwi Asri memiliki Bank Sampah yang diklaim dapat meningkatkan reduksi sampah, menambah pemasukan serta dapat meningkatkan partisipasi masyarakat dalam memilah sampah. TPS 3R Pertiwi Asri dievaluasi serta konsep Bank Sampah dibawa dalam pengembangan TPS 3R Ubung Gemilang dan TPS 3R Uma Sari. Penelitian ini merumuskan tiga skenario pengembangan TPS 3R di Kecamatan Denpasar Utara yaitu Skenario 1 kondisi saat ini yang diproyeksikan, Skenario 2 reduksi sampah dari masyarakat dan Skenario 3 reduksi dari masyarakat dan penambahan bank sampah. Berdasarkan perhitungan tiga skenario, Skenario 3 dipilih untuk TPS 3R Ubung Gemilang dan Uma Sari karena menghasilkan reduksi sampah tertinggi 56,02% dan 47,53% pada tahun 2034. Secara finansial, TPS 3R Ubung Gemilang dinyatakan layak dikembangkan dengan nilai NPV Rp.76.817.184, IRR 11,52%, dan BCR 1,02. Sementara itu TPS Uma Sari juga layak untuk dikembangkan dengan nilai NPV Rp 1.305.434.057, IRR 47,67% dan BCR 1,15. Survei menunjukkan masyarakat Kelurahan Ubung sebanyak 58,45% bersedia mengolah sampah di TPS 3R Ubung Gemilang. Sedangkan 51,49% masyarakat Desa Ubung Kaja bersedia mengolah sampah di TPS 3R Uma Sari. Masyarakat berkenan membayar retribusi jika sekitar Rp.15.000/bulan. Survei menunjukkan bahwa meskipun pengetahuan masyarakat tentang pengelolaan sampah cukup tinggi, perilaku belum sepenuhnya sejalan dengan pengetahuan yang dimiliki.

Denpasar City, as the capital of Bali Province, continues to develop tourism infrastructure to attract domestic and international tourists. Alongside these developments, environmental challenges such as household waste management have become significant concerns. In response, the Bali Provincial Government issued Governor Regulation No. 47 of 2019 on source-based waste management, emphasizing waste reduction to landfills through the 3R principle (Reduce, Reuse, Recycle). This research was conducted in North Denpasar Sub-district, focusing on developing two locations: TPS 3R Ubung Gemilang and TPS 3R Uma Sari. The TPS 3R Pertiwi Asri was evaluated, and the Waste Bank concept was integrated into developing TPS 3R Ubung Gemilang and TPS 3R Uma Sari. Three scenarios were proposed for the development of TPS 3R in North Denpasar: Scenario 1 (projected current conditions), Scenario 2 (waste reduction from the community), and Scenario 3 (community waste reduction with the addition of a Waste Bank). Based on the analysis of these three scenarios, Scenario 3 was selected for TPS 3R Ubung Gemilang and Uma Sari, as it achieved the highest waste reduction rates of 56.02% and 47.53%, respectively, by the year 2034. Financially, TPS 3R Ubung Gemilang is considered feasible for development, with an NPV of IDR 76.817.184, an IRR of 11,52%, and a BCR of 1.02. Similarly, TPS Uma Sari is viable with an NPV of IDR 1.305.434.057, an IRR of 47,67%, and a BCR of 1.15. The survey indicates that 58.45% of the community in Ubung Village are willing to manage their waste at the TPS 3R Ubung Gemilang facility. In comparison, 51.49% of the Ubung Kaja Village community are eager to do so at the TPS 3R Uma Sari facility. The community is willing to pay a monthly fee of approximately Rp 15,000. The survey also reveals that despite the community’s relatively high waste management awareness, their actual behavior does not fully align with their knowledge.
