Abstract

Optimalisasi pemanfaatan aset merupakan salah satu tantangan utama bagi Institut Teknologi Sepuluh Nopember (ITS) sebagai perguruan tinggi berstatus PTN-BH yang memiliki kewenangan untuk mengelola asetnya guna meningkatkan kualitas pendidikan dan kemandirian finansial. Salah satu aset yang belum dimanfaatkan secara maksimal adalah lahan kosong seluas 89.015,47 m² di Kampus ITS Buncitan, Sedati, Sidoarjo. Penelitian ini bertujuan menentukan kombinasi penggunaan lahan terbaik untuk mendukung pengembangan fasilitas pendidikan dan memberikan nilai tambah ekonomi. Metode penelitian meliputi pengumpulan data primer yaitu observasi lahan, survei harga tanah, Focus Group Discussion dan sekunder yaitu zoning dan building code, serta analisis Highest and Best Use yang mencakup empat aspek yaitu aspek legal, aspek fisik, aspek finansial, dan produktivitas maksimum. Hasil analisis menunjukkan lima alternatif penggunaan lahan yang layak dikembangkan meliputi workshop, gedung pelatihan, gedung inkubasi, laboratorium, dan penginapan. Kombinasi penggunaan paling produktif adalah workshop di Blok A dengan produktivitas 139%, gedung pelatihan di Blok B dengan produktivitas 261%, gedung inkubasi di Blok C dengan produktivitas 199%, laboratorium di Blok D dengan produktivitas 135%, dan penginapan di Blok E dengan produktivitas 119%, menghasilkan peningkatan nilai lahan sebesar 158% dengan nilai akhir Rp19.055.167.160. Kesimpulannya, pengembangan ini mendukung pemenuhan amanah hibah lahan untuk pendidikan sekaligus meningkatkan nilai aset ITS secara optimal.

Optimization of asset utilization is one of the main challenges for Institut Teknologi Sepuluh Nopember (ITS) as a State University with Legal Entity (PTN-BH) that has the authority to manage its assets to improve educational quality and financial independence. One asset that has not yet been fully utilized is a vacant land area of 89,015.47 m² at ITS Buncitan Campus, Sedati, Sidoarjo. This study aims to determine the best combination of land use to support the development of educational facilities and provide added economic value. The research method includes primary data collection, namely site observation, land price surveys, and Focus Group Discussion (FGD), and secondary data, namely zoning and building codes, as well as a Highest and Best Use (HBU) analysis covering four aspects, namely legal, physical, financial, and maximum productivity. The analysis results show five feasible land-use alternatives which is workshop, training center, incubation building, laboratory, and lodging. The most productive combination is workshop in Block A with a productivity of 139%, training center in Block B with 261%, incubation building in Block C with 199%, laboratory in Block D with 135%, and lodging in Block E with 119%, resulting in a 158% increase in land value to IDR 19,055,167,160. In conclusion, this development supports the fulfillment of the educational land grant mandate while optimally increasing ITS’s asset value.
