Abstract
Pembangunan tangki timbun minyak merupakan kegiatan konstruksi berisiko tinggi yang melibatkan pengangkatan beban berat, penggunaan material mudah terbakar, serta pekerjaan di ketinggian. Penelitian ini bertujuan untuk mengidentifikasi, menganalisis, dan mengevaluasi risiko kecelakaan kerja pada proyek pembangunan tangki timbun di Terminal Bahan Bakar Minyak (TBBM) Medan Group dengan menggunakan metode HIRARC (Hazard Identification, Risk Assessment and Risk Control). Identifikasi dilakukan melalui studi literatur, observasi lapangan, dan wawancara dengan pihak terkait. Sebanyak 21 variabel risiko diidentifikasi berdasarkan tahapan pekerjaan, dengan validasi relevansi melalui kuesioner. Penilaian risiko dilakukan dengan pendekatan kuantitatif berdasarkan nilai likelihood dan severity, yang diklasifikasikan dalam matriks risiko. Hasil analisis menunjukkan empat variabel risiko dengan tingkat risiko tinggi, yaitu R9 (pekerja tertimpa plate saat erection), R10 (overload saat erection menyebabkan plate jatuh), R12 (ledakan tangki gas saat pengelasan), dan R21 (ledakan tangki gas saat pengelasan pada pekerjaan shell & roof opening), masing-masing memiliki skor risiko 15. Pengendalian risiko difokuskan pada penerapan teknik yang sesuai, prosedur kerja aman, pengawasan ketat, serta penggunaan APD lengkap. Evaluasi efektivitas mitigasi berdasarkan studi referensi menunjukkan bahwa risiko R9 dapat diturunkan menjadi sedang (5S) dengan efektivitas 66,70%, R10 menjadi rendah (3R) dengan efektivitas 81,00%, R12 menjadi sedang (6S) dengan efektivitas 60,00%, dan R21 juga menjadi sedang (6S) dengan efektivitas 60,00%. Hasil ini menunjukkan bahwa strategi mitigasi yang diterapkan mampu menurunkan risiko ke tingkat yang lebih rendah dan mendukung terciptanya kondisi kerja yang lebih aman dalam proyek pembangunan tangki timbun.

The construction of oil storage tanks is a high-risk activity involving heavy lifting, the use of flammable materials, and working at heights. This study aims to identify, analyze, and evaluate occupational accident risks in the oil storage tank construction project at the Fuel Terminal (TBBM) Medan Group using the HIRARC (Hazard Identification, Risk Assessment, and Risk Control) method. Hazard identification was conducted through literature review, field observation, and interviews with relevant personnel. A total of 21 risk variables were identified based on construction stages and validated through a questionnaire. Risk assessment was carried out quantitatively using likelihood and severity scores, which were then classified using a risk matrix. The analysis revealed four high-risk variables: R9 (worker struck by plate during erection), R10 (plate falls due to overload during erection), R12 (gas tank explosion during welding), and R21 (gas tank explosion during welding for shell and roof opening work), each with a risk score of 15. Risk control strategies focused on the implementation of proper technical measures, safe work procedures, strict supervision, and the use of complete personal protective equipment (PPE). Based on reference studies, the mitigation effectiveness evaluation showed that R9 could be reduced to medium (5M) with an effectiveness of 66.70%, R10 to low (3L) with 81.00% effectiveness, R12 to medium (6M) with 60.00% effectiveness, and R21 also to medium (6M) with 60.00% effectiveness. These results indicate that the applied mitigation strategies effectively reduce the risk level to a more acceptable range and support the creation of a safer work environment in the oil storage tank construction project.
